REQUEST FOR EXPRESSION OF INTEREST (INDIVIDUAL CONSULTANT)

 

Assignment Title: CONSULTANCY FOR THE QUANTIFICATION OF THE ANNUAL EMISSION REDUCTIONS AND TECHNICAL SUPPORT TO THE IMPLEMENTATION OF THE MRV SYSTEM

1.0     PROJECT BACKGROUND

The Government of the Republic Zambia (GRZ) through the Ministry of Green Economy and Environment (MGEE) with support from the World Bank is implementing the Eastern Province Jurisdictional Sustainable Landscape Programme (EP-JSLP), which is a follow-on to the Zambia Integrated Forest Landscape Project (ZIFLP). The Project Development Objective (PDO) is “To generate payments to the Program Entity for measured, reported, and verified Emission Reductions (ERs) and to distribute the payments according to an agreed Benefit Sharing Plan (BSP). The EP-JSLP seeks to generate payments for measured, reported and verified Emission Reductions (ERs) from reduced deforestation, forest degradation, enhancement of forest carbon stocks (REDD+), agriculture, and other land use (AFOLU) sectors, and distribute the payments according to an agreed Benefit Sharing Plan. The Government and the World Bank have signed an Emissions Reductions Purchase Agreement ERPA in June 2024 for 7 years with four reporting periods starting from January to December 2024 and the final being 1st January 2028 to December 2029. The ER Program is expected to produce a Monitoring report (MR) to be submitted within 180 days after each reporting period. The Ministry intends to use part the project funds to recruit qualified and experienced Individual Consultant as an Emission Reduction Specialist to provide consultancy services to the quantification of the annual Emission Reductions and technical support to the implementation of the MRV System under the EP-JSLP.

 

2.0     OBJECTIVE OF THE ASSIGNMENT

The main purpose of this assignment is to provide oversight and technical support to the EP-JSLP on data analysis and emissions reduction estimates in line with the IPCC and ISFL Guidelines.

 

3.0 SCOPE OF WORK

The ER Specialist is required to provide technical backstopping to the PIU for data analysis and emissions reduction estimates for forestry, agriculture, energy in line with metrics provided in the Monitoring, Reporting and Verification (MRV) system. The ER Specialist will work closely with the Project’s MRV Technical Officer and ZEMA’s Principal Inspector – GIS and Remote Sensing to ensure prompt delivery of deliverables related to the MRV work program.  The specific responsibilities will include:

 

  1. Provide technical and quality assurance support with the implementation of the MRV system to ensure data collection, archiving and accessibility management
  2. Provide technical support for data cleaning, data documentation, analysis and converting into format ready for emissions estimates
  3. Provide technical support for upscaling mitigation actions for forestry, agriculture, and energy as stipulated in the project document.
  4. Work closely with ZEMA and key government institutions, including Forestry Department, Ministry of Agriculture and Ministry of Energy to conduct greenhouse gas (GHG) accounting and reporting, including:
  1. Preparation of the spreadsheets and algorithms for emissions estimates while ensuring time series consistency
  2. Choice of relevant emission factors while ensuring time series consistency
  3. Analyze activity data and conduct estimate of AFOLU GHG emissions for Eastern province
  4. Conduct key category analysis and Uncertainty analysis     
  5. General assessment of the completeness        
  6. Perform Quality Control/Quality Assurance (QA/QC) 
  7. Assess planned improvement for emissions reduction
  8. Report writing for the Greenhouse Gas Emissions Inventory Project Report for the Agriculture, Forestry and Other Land use Sectors in Eastern Province 
  1. Provide technical support in the verification/auditing process of the emissions monitoring report.

 

  1. QUALIFICATION CRITERIA

To qualify for issuance of the Request for Technical Proposal, consulting individual should have the following minimum qualifications:

 

  1. master’s degree in a relevant field including environmental science, Forestry, NRM, sustainability, climate change, engineering, or a related discipline.
  2. Minimum of 7 years of professional experience in the Agriculture Forestry and Other Land Use (AFOLU) & energy sectors.
  3. Proven expertise in GHG inventory preparation and reporting procedures for Emissions Reductions.
  4. Proven expertise in monitoring, reporting and verification of emissions, reductions and removals.
  5. Good knowledge of REDD+, Climate Smart Agriculture (CSA) and MRV implementation.
  6. Good knowledge of Climate Change impacts on agriculture and rural development and livelihoods.
  7. Strong analytical skills and ability to work effectively in a team.
  8. Proven experience in preparation of reports to the UNFCCC and preparation of GHG Inventories.
  9. Demonstrable experience in training and capacity building of national stakeholders and institutions.
  10. Knowledge of UNFCCC toolkits and handbooks on preparation on measurement, reporting and verification systems in developing countries.
  11. Experience in Policy/Regulatory and Institutional assessments.
  12. Experience in working with wide range of stakeholders (private and government)

The consultant will be selected in accordance with the Individual Consultant Selection Method (INDV) set out in the World Bank Procurement Regulations for IPF Borrower dated September 2023

 

5.0 DURATION OF THE CONSULTANCY

The duration of the consultancy is 250 days spread over a period of 24 calendar months.

6.0 DEADLINE AND SUBMISSION

The Ministry of Green Economy and Environment, now invites eligible Individuals (“Consultants”) to indicate their interest in providing the Services.
