The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants.
National ID Program as part of the project implementation program is looking for an Individual Consultant that supports the Civil Registration and Residency Service Agency (CRRSA). Experienced individual consultants who have experience, passionate and innovative ideas for the position of Senior Technology and Information Security Specialist (Coordinator) are invited to express their interest for the assignment.
The Senior Technology and Information Security Specialist/Coordinator is responsible for operation, security, and innovation of the systems that underpin national identity and civil registration.
Specific responsibilities for the Senior Technology and Information Security Specialist/Coordinator will include, but are not limited to, the following core activities:
- Act as the primary liaison between the NID Program and CRRSA, ensuring seamless communication and collaboration between their respective technology teams to facilitate integration and alignment on technical objectives.
- Develop and implement a robust technology strategy aligned with the organization's overall goals and objectives.
- Ensure the integration of various systems, such as biometric identification, document verification, and data management systems.
- Develop and maintain a comprehensive technological roadmap that outlines the steps for integrating Digital ID with municipal services, clearly defining responsibilities for all stakeholders while addressing security protocols.
- Facilitate regular technical meetings and workshops between the NID Program and CRRSA to discuss project updates, share best practices, and address challenges related to system integration and security compliance.
- Design and implement a comprehensive security architecture to protect sensitive personal information and critical infrastructure.
- Conduct regular security assessments and vulnerability scans to identify and mitigate potential threats.
- Implement strong access controls, encryption, and data loss prevention measures.
- Oversee the design and implementation of data management strategies to ensure data quality, integrity, and accessibility.
- Develop data governance policies and procedures to manage data lifecycle, including data collection, storage, retrieval, and deletion.
- Implement data privacy and protection measures to comply with relevant regulations.
- Provide technical leadership and support for both teams, setting clear goals and milestones that promote successful collaboration and project execution while ensuring adherence to security standards.
- Identify opportunities for leveraging emerging technologies to improve service delivery and enhance citizen experience.
- Drive digital transformation initiatives, such as mobile applications, online portals, and AI-powered solutions.
- Foster a culture of innovation and encourage experimentation with new technologies.
- Monitor industry trends and innovations, assessing their applicability to the Digital ID program, and advising on their potential integration into existing CRRSA systems, with a focus on enhancing security measures.
- Evaluate and refine technical and security processes, ensuring both teams comply with established standards and protocols for integration, service delivery, and data protection.
- Prepare and present technical reports and updates to both teams, highlighting areas for improvement, collaboration opportunities, and necessary security enhancements.
National ID Program, Digital ID for Inclusion and Services Project now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;
- Master’s degree in Computer Science, Computer Engineering, Systems Engineering, or a related technical discipline.
- Proven experience of at least 8 years in systems integration projects, particularly within public and government sectors.
- Extensive experience of at least 5 years in IT leadership roles, preferably in a government or public sector organization.
- Strong understanding of cybersecurity principles, including threat modeling, risk assessment, and incident response.
- Familiarity with biometric technologies (fingerprint, facial recognition, iris scan) and their applications in identity verification.
- Proficiency in data management, network infrastructure, and cloud technologies.
- Excellent communication and interpersonal skills to effectively collaborate with stakeholders at all levels.
- Strong analytical and problem-solving skills.
- Knowledge of DevOps practices for efficient software delivery and infrastructure management.
- Familiarity with Agile project management methodologies and experience using relevant tools.
- Strong knowledge of system integration and familiarity with a wide range of ecosystems to build trust and awareness around Digital ID initiatives.
- Certification in cybersecurity or IT management (e.g., CISSP, CISM, CISA) is a plus.
- Fluency in both English and Amharic; proficiency in other local languages is a plus.
The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation.
The attention of interested individual is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, September 2023, setting forth the World Bank’s policy on conflict of interest.
An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
