The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project.  National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants.

National ID Program as part of the project implementation program is looking for an Individual Consultant that supports the Civil Registration and Residency Service Agency (CRRSA).  Experienced individual consultants who have experience, passionate and innovative ideas for the position of Senior Graphics Designer, and Web Specialist/Coordinator are invited to express their interest for the assignment.

The Senior Graphics Designer, and Web Specialist/Coordinator is responsible for creating compelling visual content, managing digital platforms, and ensuring a cohesive online presence through graphic design, web elements, and content updates.

Specific responsibilities for the Senior Graphics Designer, and Web Specialist/Coordinator will include, but are not limited to, the following core activities:

  • Develop and design high-quality graphics for digital and print platforms, ensuring consistency with the CRRSA and NID campaign branding and key messages.
  • Design and maintain a consistent visual identity for the organization, including logos, color palettes, and typography.
  • Create a style guide to ensure brand consistency across all communication materials.
  • Use data visualization techniques to present information compellingly.
  • Design digital assets, such as website graphics, social media graphics, and email templates.
  • Create interactive elements like animations and videos to enhance digital communication.
  • Design user-friendly interfaces for online portals and mobile applications.
  • Ensure that the user experience is intuitive and visually appealing.
  • Manage and update the program’s website, ensuring it is functional, user-friendly, and aligned with communication goals.
  • Collaborate with the communications team to develop content that effectively conveys key messages and resonates with target audiences.
  • Optimize digital content for web and mobile platforms, ensuring accessibility and compliance with SEO best practices.
  • Analyze the performance of digital content and websites, providing recommendations for improvements based on analytics and user feedback.
  • Ensure all digital content aligns with the overall communication strategy and supports the program’s objectives.
  • Create a variety of engaging content for social media, helping to build an online presence and promote the benefits of national ID and civil registration services.
  • Provide ongoing capacity-building support to team members to enhance digital content creation and web management skills.
  • Utilize digital tools and technologies to improve the efficiency and effectiveness of content creation, distribution, and performance monitoring.

National ID Program, Digital ID for Inclusion and Services Project now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;

  • Bachelor's degree in Graphic Design, Web Design, Digital Media, visual communications, or a related field; a Master’s degree is a plus.
  • Strong proficiency in design software, such as Adobe Creative Suite (Photoshop, Illustrator, InDesign).
  • At least five years’ proven experience in creating high-quality graphics for digital and print platforms, ensuring consistency with brand guidelines.
  • Strong proficiency in graphic design tools such as Adobe Creative Suite (Illustrator, Photoshop, InDesign) and web development platforms.
  • At least five years’ extensive experience in designing and maintaining user-friendly websites with an emphasis on functionality, aesthetics, and user experience.
  • Solid understanding of web technologies, including HTML, CSS, JavaScript, WordPress, and SEO best practices.
  • Ability to create multimedia content, including videos, infographics, and animations, to support digital campaigns.
  • Strong knowledge of responsive design, optimizing content for both web and mobile platforms.
  • Experience in optimizing digital content for SEO and accessibility standards.
  • Excellent collaboration skills to work with communications teams and other stakeholders to ensure content aligns with messaging and goals.
  • Strong problem-solving skills and the ability to analyze website performance and make improvements based on analytics and user feedback.
  • Excellent understanding of design principles and typography.
  • Strong attention to detail and ability to meet deadlines.
  • Ability to work independently and as part of a team.
  • Fluency in both English and Amharic; proficiency in other local languages is a plus.

The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation.

The attention of interested individual is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, September 2023, setting forth the World Bank’s policy on conflict of interest.

An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
