Assignment Title: CONSULTANCY SERVICES FOR PREPARATION OF ENVIRONMENTAL AND SOCIAL MANAGEMENT FRAMEWORK FOR NEW FISHERY AND AGRIFOOD DEVELOPMENT WORLD BANK OPERATION

The Montenegro has received financing from the World Bank toward the cost of Second Institutional Development and Agriculture Strengthening Project, and intends to apply part of the proceeds for consulting services for CONSULTANCY SERVICES FOR PREPARATION OF ENVIRONMENTAL AND SOCIAL MANAGEMENT FRAMEWORK FOR NEW FISHERY AND AGRIFOOD DEVELOPMENT WORLD BANK OPERATION.    

 

The overall objective of this consultant service (“the Service”) is preparation a ESMF in line with the CRFASD Project's objectives examining the risks and impacts of the series of subprojects, for which the risks and impacts cannot be determined until the subproject details have been identified. The ESMF will set out the principles, rules, guidelines, and procedures to assess the environmental and social risks and impacts. ensuring compliance with both established and potential project activities to the WB Environmental and Social Standards.

 

The assignment will have a duration of the period of 3 months (including public disclosure) and the required level of inputs is estimated at a total of 30 work hours/days, working from home and on site, depending on risk assessment.

The Ministry of Agriculture, Forestry and Water Management, through Technical Service Unit, now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Service. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Individual consultants may be offered through firms or other organizations, but the qualifications of the individual consultant will be the basis of selection. Contract will be signed with proposed individuals.

 

The criteria for selection are following:

Essential (mandatory) qualifications

  • At least 7 years of experience in the area of social and environmental management;
  • Experience in E&S documents preparation for projects financed by WB in Western Balkans;
  • Experience in social and environmental impact sphere (including gender policy, citizen engagement / beneficiary feedback) during project development and/or implementation;

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, setting forth the World Bank’s policy on conflict of interest. 

 

A Consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
