pandemic management system (PMS)

- The Royal Government of Cambodia has developed several policies and programs to strengthen its pandemic management system. These include:
- The National Master Plan on Public Health Emergency Preparedness and Response (2019-2023)
- The National Pandemic Preparedness and Response Plan (2020-2022)
- The National COVID-19 Response Plan (2020-present)
These plans outline a comprehensive approach to pandemic preparedness and response, including:
- Strengthening the public health system
- Developing early warning and surveillance systems
- Improving case detection and contact tracing
- Ensuring access to quality healthcare services
- Communicating with the public and building reputation and trust
The Cambodian government has also invested in several public health infrastructure projects to support its pandemic management system, such as the construction of new hospitals and laboratories.
The COVID-19 pandemic has posed a significant challenge to the Cambodian pandemic management system, but the country has responded relatively well, with relatively low case numbers and death tolls. This is due in part to the government's early and decisive action to implement public health measures such as border closures, mask mandates, and social distancing.
The Cambodian pandemic management system is still under development, but the country has made significant progress in recent years. The government is committed to strengthening the system further to ensure that Cambodia is better prepared to respond to future pandemics.
A consulting firm/NGO will be selected in accordance with the Consultants Qualifications Selection (CQS) procedures and in a Simplified Technical Proposal (STP) format will be applied in evaluating the proposals as specified in procedures set out in the last updated version of World Bank Guidelines and in consistency with the RGC Procurement Manual (PM) for Externally Financed Project in Cambodia.
Interested consulting firm/NGO must provide information indicating that they are qualified to perform the services in responding to TOR (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The consultants may associate to enhance their qualifications.
