1. Background
The Government of the Republic of South Sudan, through the Ministry of Finance and Planning (MoFP) has received grants from the World Bank (WB) towards the cost of implementing various Public Financial Management reforms under the Public Financial Management and Institutional Strengthening (PFMIS) Project. The project aims to advance critical PFM reforms that will lay a strong foundation for more advanced reforms, strengthen key oversight institutions, and improve budget transparency and overall PFM outcomes in the country.
One of the key project interventions is to prepare a five-year Strategic Plan (2024-2029) for the South Sudan Anti-Corruption Commission (SSACC). The strategic plan will guide the Commission in its operations for delivering on its mandate as provided for in the amended South Sudan Anti-Corruption Act of 2009 (amended 2023).
It is against this background that the Ministry of Finance and Planning intends to engage an Individual Consultant to provide the services of developing a Strategic Plan that will guide the South Sudan Anti-Corruption Commission in delivering on its mandate.
2. Scope of Work and Responsibilities:
The Consultant will provide technical guidance and hands-on support to the South Sudan Anti-Corruption Commission to:
- Organize and facilitate a strategic review workshop of SSACC staff and its key stakeholders.
- Evaluate the implementation of the previous activities and preparation of a working paper on the level of achievement of its strategic objectives;
- Develop a sound methodology that grounds the strategic plan and facilitates a directional analysis of SSACC’s current operations and the integration and development of anti-corruption practices in South Sudan;
- Conduct a needs assessment of the organization including consideration of situational analysis and identify constraints and opportunities for growth and development.
- Guide stakeholder mapping and consultations and understand, obtain, and analyze qualitative and quantitative data relevant to stakeholders and partners.
- Assess relevant policies and procedures guiding the SSACC operations and identify operational gaps in the delivery of its mandate;
- In close consultation with the Board, undertake PESTEL analysis of the internal and external environment and identify strengths, challenges, opportunities, and threats facing the anti-corruption practice;
- Identify the major areas of success and failure and reasons for the sub-optimal performance of the Institution;
- Facilitate work of the members of the planning committee and Board for a detailed SWOT analysis and collation of member’s aspirations and wishes for the next five years.
- Develop plans and strategies with clear deliverables, indicators, and tools that address the constraints and create the needed support systems and incentives.
- Recommend methodology and tools for evaluating outcomes and develop monitoring and communication strategy.
- Prepare a draft strategic plan with vision, mission, strategic objectives, implementation matrix and monitoring and evaluation/results framework, based on the experiences of related local, regional and international institutions and the current socio-economic situation of the country and national development policies and the tasks (a) to (d) above
- Make recommendations, in consultation with the planning committee, on major thematic areas for the SSACC Board to focus on to deliver on its mandate using the Paretto tool or any other tool applicable in management science;
- Make recommendations on institutional alignment, including a performance-oriented organization structure, to deliver the proposed strategic plan and ensure that the Institution effectively delivers on its mandate;
- Present the draft strategic plan to the planning committee and also to the SSACC Board;
- Present the draft strategic plan to a stakeholder’s workshop for validation; and
- Update the strategic plan to incorporate stakeholder’s comments and submit the Final SSACC Strategic Plan to the Board for approval.
The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.
3. Selection Criteria:
Selection shall be based on the qualifications and experience of the candidate and followed by an interview. The qualifications and experience required for shortlisting include:
- A master's Degree in Strategic Planning, Strategic Management, Project Management, Business Administration, Organizational Development, Social Sciences, Development Studies and any relevant field.
- At least 10 years of demonstrable professional experience in developing strategic plans of Government/public sector institutions and international organizations.
- Demonstrated track record of successfully facilitating participatory approaches in conducting assessments and facilitating strategy development process.
- Demonstratable experience of facilitating the development of strategic plans in at least 3 public sector institutions in the last 10 years.
- A strong understanding/appreciation of anti-corruption issues and relevant regional and international standards/frameworks and best practices.
- In-depth knowledge and demonstrable practical expert experience of at least 7 years using participatory approaches in conducting assessments and facilitating strategic planning processes would also be an asset.
- At least 7 years of demonstrable professional experience in developing and implementing organizational and project M&E plans, frameworks and tools and conducting M&E of Government/public sector development programs and projects.
- At least 5 years of demonstratable experience of conducting mid-term and final project evaluations of large development projects.
- Expertise in public sector diagnostics and stakeholder engagement in developing country context.
- A proven track record of delivering high-quality reports and actionable recommendations.
- A good understanding of governance and situational context as it relates to corruption in South Sudan would be an asset.
- Strong written and oral communication skills in English.
- Excellent research, analytical, and communication skills, both oral and written
The shortlisted candidates will be invited for an interview. The consultant will be required to possess the experience, skills, and competencies listed in the TOR.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months before the date of the advert, and (ii) their employment will not create a Conflict of interest.
4. Duty Station and Duration:
The position is based in Juba, South Sudan and the assignment will be carried out over a period of 45 days

The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
6. A Consultant will be selected per the Individual consultant selection method set out in the World Bank’s Procurement Regulations.
7. The Ministry of Finance and Planning now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
