Background
The Government of Liberia has received additional credits in the amount of US$30 million from the IDA Crisis Response Window - Early Response Financing-CRW-ERF as additional financing (AF) to the Republic of Liberia, for the Rural Economic Transformation Project (RETRAP). The proposed additional resources will finance a supply response to the severe food crisis facing the country in line with the World Bank’s Crisis Response Framework. In line with the Government of Liberia (GoL) Quick Action Food Security Response Plan (QA-FSRP), the AF resources will support increased agricultural productivity and development of selected value chains that are vital to food production, facilitate access to food, strengthen the country’s food crisis prevention and monitoring systems, and building community resilience to climate change. The AF is processed under the provisions “Projects in Situations of Urgent Need of Assistance or Capacity Constraints”, as triggered in this case, in response to natural or man-made crises, and severe economic shocks in Liberia. With focus on supporting the value chains of cassava, rubber, vegetable, poultry and piggery, the Additional Financing will support the value chains of rice and other crops (cereals, legumes, and vegetables).
Scope of Services
The Food Security Specialist will be responsible for implementing food security assessment and monitoring activities, timely analysis of data and dissemination of information products, the consultant will support the strengthening of early warning systems and food security crisis preparedness planning. S/he will actualize nutrition sensitive and sustainable food systems of RETRAP with particular focus on spearheading nutrition assessments, response analysis, design and implementation of the nutrition components of the RETRAP-AF. S/he will ensure rapid response to food security and nutrition issues.
The Ministry of Agriculture now invites eligible individual consultants to indicate their interest in performing the Services. Interested Individual Consultants should provide updated Curriculum Vitae (CV) and relevant documents indicating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria include the following:
- An advanced University degree in economics, agricultural economics, statistics, social sciences, or related areas.
- Five years’ experience in humanitarian and development assistance, including food security;
- Thorough understanding of the following:

- Situational Analysis using the Integrated Food Security Phase Classification
- Harmonized Training Packages
- Sphere Food Security and Nutrition Standards
- Livelihoods Analysis using HLS or HEA
- Coping Strategies Index
- Market analysis using either
- Participatory Methods
- Decision Tree Tool
- In-depth understanding of emergency food aid
- Technical understanding of food aid management (warehousing, logistics and distribution)
- Extensive demonstrated experience in conducting data collection and analysis, surveillance systems, or monitoring and evaluation.
- Software skills: SPSS/STATA management processing of large databases. • Understanding the food security and livelihoods dynamics of Liberia.
- Hands-on and action-oriented approach;
- Strong written and verbal English language communications skills;
- Willingness to travel in project counties;
- Self-Motivated to work on Nutrition and/or Food Security component
- Experience working with multilateral donor agencies (African Development Bank, World Bank, USAID, etc).

An Individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
