Assignment Title: Consultancy Service for a Firm for the Development of 

Requirements and Bidding Documents for e-Liberia Portal & Shared Digital Infrastructure

Introduction

The Government of Liberia has sought funding from the World Bank through the Governance Reform and Accountability Transformation (GREAT) Project. The Project’s Development Objective is to enhance access to selected digitally-provided public services, raise tax revenues, and improve the openness of selected accountability institutions.  Component one of the Project, under which this activity falls, is geared towards enhancing access to selected public services through multi-channel service delivery with increased emphasis on public services digitalization. This includes enhanced access to services delivered through the 15 County Service Centers (CSC) and access to online services.

The GREAT Project is seeking the expertise of a consulting firm (hereinafter “the Consultant”) experienced in the design and implementation of national digital portals and shared digital infrastructure to assist in revamping the Government of Liberia’s national digital portal referred to as e-Liberia and enhancing the shared digital infrastructure. e-Liberia portal will serve as single point of engagement for the purposes of effective public service delivery, providing ‘’whole of government approach’’ to service delivery, putting the citizens at the center and ensuring an effective citizen centric platform.

Objective

The objective of this consultancy assignment is to identify the business needs for transition to online government services and prepare the functional and technical requirements and draft bidding documents for the overhaul of e-Liberia portal. The Consultant shall conduct a needs and requirements assessment of the current e-Liberia components, prepare a design of, and transition plan to, a modern future-proof e-Liberia for the GOL based on the assessment.

The Consultancy is expected to  be completed within a period of four months.

Qualifications and Expertise  

The GREAT now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant firm must possess, at a minimum, the following qualifications:

  1. The Consultant firm must be a legally established and registered entity.
  2. The Consultant firm should demonstrate at least 10 years of relevant experience.
  3. The Consultant firm must have successfully prepared requirements and bidding documents for the development of an online service delivery portal and shared digital infrastructure (including GSB/APIs) for at least two (2) large organizations/governments, within the last five (5) years (as the main solution provider or main contributor in a joint venture). Successfully completed projects will be presented through a table listing the name of the relevant assignments, scope of work, contract start and end dates, country/region, and contact reference (name, e-mail, phone number), and operational acceptance certificates. Additional references may be requested directly from the clients of completed projects, if necessary.
  4. Proposed technical approach and methodology should be suitable for the assignment.
  5. The Consultant firm must be able to mobilize at least three (3) key experts with the necessary skills and experience presented below as well as the project management and backstopping capacity, to ensure the successful completion of this assignment.
  6. The Consulting firm is expected to provide minimum Eight (8) person-months (p-m) of total input within the implementation period through three (3) key experts with required qualifications to complete the activities listed above through in-country assistance, coordination, reporting and presentations of the analysis and recommendations, including: KE-1: Team Leader and System Architect; KE-2: Digital Government Expert (Transactional Online Services); and KE-3: Digital Public Infrastructure Expert (Interoperability/GSB/APIs).  The team should work in Liberia for a minimum of six (6) person-months in total during this assignment.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

The attention of interested Consultant Firm is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023.

A consulting firm will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the Procurement Regulations.

Expressions of interest must be submitted electronically or hard Copy in a format that cannot be altered (pdf format is preferred) to the email addresses below by August 19, 2024 @ 5:00 pm local time and indicate on the Email or the outer envelope: “Consultancy to Develop Requirements and Bidding Document for e-Liberia Portal and Shared Digital Infrastructure”.
