TOR for Social Development Specialist
Position: Social Development Specialist
Duty station: Addis Ababa, Ethiopia
Educational Level: MA/MSc.
Work Experience: Minimum of 5 years
Duration: The length of this position is initially for one year and subject to the satisfactory performance; the contract period shall be extendable.
- BACKGROUND
Currently, the Ministry of Labor and Skills (MoLs) is implementing the Education and Skills for Employment (EASE). EASE is a national project, the project focuses on practical, work-related skills to enhance employability of youth in Ethiopia while addressing skills constraints to respond and adapt to megatrends. Through a well-functioning TVET system, the project will support better alignment of skills supply and demand and adjust offerings to meet the demands of the changing labor market. The Project is thus expected to help Ethiopia meet the Sustainable Development Goal of “promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.”. The objectives and results of the project will be achieved through:

- OBJECTIVE OF THE PROJECT
Establishing the National Project Implementation Unit (NPIU) is one of the primary task to coordinate and effectively implement the project, MoLs hereby invites applications from qualified candidates for the position of Social Development Specialist for successful implementation of the EASE. The appointment of the specialists will assist the smooth start-up and increase the speed of the project implementation at the Ministry.
- Scope of Work:
The specialist will be responsible for ensuring the project complies with the country’s legal and the world Bank’s Environmental and Social Framework (ESF) and its Environmental and Social Standards (ESSs).requirements; identifying gaps in compliance, if any, and proposing measures to enhance compliance; ensuring effective and efficient engagement of the World Bank’s ESSs.
- Duties and Responsibilities
- Prepare annual, monthly and weekly plan of social risk management (SRM)for the effective implementation of the project.
- Coordinate different activities and coordination to ensure the project meets the country legal and World Bank’s ESSs requirements.
- Reviewing the project design and implementation plans to identify potential social risks and impacts.
- Ensuring the proper implementation of the Project’s Environmental and Social Risk Management (ESRM) instruments including an Environmental and Social Management Framework (ESMF), Social Assessment (SA) including the social development Plan (SDP), Labour Management Procedures (LMP), Stakeholders Engagement Plan (SEP), Security Management Plan (SMP), Sexual Exploitation and Abuse and Sexual Harassment (SEA/SH) Action Plan including the national regulations and international best practices.
- Make sure that the vulnerable groups affected by the project are properly consulted and designing appropriate mitigation measures.
- Providing technical assistance to project teams in integrating SRM into project activities.
- Monitoring and evaluating the implementation of SRM throughout the project lifecycle.
- Liaising with relevant stakeholders, including government agencies, civil society organizations, and local communities, to ensure their participation and feedback in SRM processes.
- Providing capacity building and training to project staff on SRM and all the ESRM instruments and the procedures required.
- Work closely with the project unit staff to handle the increased demand and grievances related to project activities.
- Ensure that the MoLs obtain the relevant clearances/ approvals from the regional woreda, regional EPA and relevant federal ministries where applicable for the different subproject activities in the SIP.
- Establish and Conduct appropriate training to the Grievance Redress committee (GRC) of EASE
- Provide any guidance in the bid documents to ascertain that the different challenges identified for each sub –project /activity is duly covered from SRM side.
- Support the Procurement officer at the MOLS in making sure that the bidding documents clearly cover the SRM issues and health, safety component with appropriate provisions of the same for the contractors to bid.
- Work with the implementing institutions to ensure that monitoring of project activities is undertaken and findings are reported to them periodically so that technical assistance required to ensure compliance is provided.
- Provide the routine trainings in forms of workshops to increase the awareness of the different stakeholders on the Projects ESRM instruments and SRM including project staff at the TVETs or the GRCs accordingly ,
- Submit quarterly, biannually and annually monitoring reports or subproject activities under implementation to the EASE project Implementation Unit (PIU) project Coordinator who will then submit these reports to the world Bank.
- Provide overall SRM oversight during the implementation of the project in the beneficiary TVET collages.
- Check and ensure that the regular environmental and social reports are prepared and timely submitted by the contractor as per content agreed and provide comments, as appropriate .
- Identify capacity gaps, needs, coordinate and conduct trainings on ESRM instruments and SRM for relevant stakeholders.
- Deliverables:
The Consultant is expected to deliver the following outputs:
Implementation report of the ESRM instruments ESMF, SEP, LMP, SMP, SEA/SH action Plan, SA including SDP, etc.
Training materials on SRM and capacity building sessions for project staff.
Monitoring and evaluation reports on the implementation of ESRM instruments including other SRM activities .
- REPORTING LINES/COMMUNICATION
The Social Development Specialist will report to the PIU Coordinator within the Project Implementation Unit based at MoLS. He/she is expected to work closely with the PIU team.
- RESPONSIBILITY OF THE EMPLOYER
The employer will avail office furniture, office equipment, communication facilities, and other materials required by the Social Development Specialist to perform his/her duties as specified in this TOR.
- REQUIRED QUALIFICATIONS
A minimum of Master’s degree in Environmental sciences /Environmental Engineering , Health Sciences, Natural Sciences Sociology, Social Anthropology, Social Work or other development studies with equivalent qualifications.
(b) Work Experience
- A minimum of 5 (five) years of relevant experience on Bank financed projects \ or related projects.
- Familiarity with the World Bank’s ESF and other related policies.
- Timely implementation of annual work plans and procurement plan. At least 90 percent of the plans are satisfactorily performed.
- Knowledge of the Ethiopian Social Protection Policy, Environmental and Social Impact Assessment (ESIA) Proclamation, and regulations particularly in the Social Impact Assessment processes is required.
- Knowledge and skill in SRM for Bank financed Projects
- Proficiency to use the computer, office software packages, and strong IT Skills in handling of web –based data and management Information systems (word , Excel, Power Point, spreadsheet, etc. ) will be an added value.
- Excellent knowledge of English language
- Knowledge of working languages is an advantage,
- LEVEL OF EFFORT AND TIMELINE
It is expected that the assignment will start as soon as possible depending on availability. The Social Development Specialist will be based at MoLS with travel to regional cities, as necessary.
- Contract
The assignment will be a one-year, full-time contract, with possible extension based on satisfactory performance.
- Remuneration
Negotiable and depends on qualifications and experience of the applicant.
