 Assignment Title: Consultancy for the Development of Online Data-driven Interactive Dashboard for the Liberia Anti-Corruption Commission (LACC)

The Government of Liberia has received financing from the World Bank toward the cost of the Governance Reform and Accountability Transformation Project and intends to apply part of the proceeds for consulting services for Consultancy for the Development of Online Data-driven Interactive Dashboard for the Liberia Anti-Corruption Commission (LACC).

Objective of the Assignment:

The objective of the consultancy is to develop an online, web-based, Anti-Corruption Dashboard after a quick needs assessment in order to monitor and measure the progress and disseminate the outcomes of activities related to fighting and minimizing the occurrence of corruption in the management of public resources/assets by public officials and employees of the Government.  The Dashboard will also help improve the public perception of corruption and increase public trust in Government in the management of the state resources. The Consultant shall also strengthen internal capacity of the LACC, who will own the platform and be ready to manage, and adjust every component of the platform as necessary. The platform will also be an ideal place for all integrity institutions in the country to place anti-corruption information that is widely disseminated to all Liberians and other stakeholders including Civil Society Organizations (CSOs) who are interested in the anti-corruption efforts in the country. 

. Required Consulting Firm’s Qualifications and Expertise 

The Ministry of Finance and Development Planning (MFDP) now invites eligible firms (“Consultants”) to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant firm must possess, at the minimum, the following qualifications:

  1. The Consultant firm must have legally established business.
  2. The Consultant should demonstrate at least 7 years of relevant experience.
  3. The Consultant firm must have successfully completed the development of dashboard, interactive web-based platform or any similar interactive, online platform for at least three (3) organizations/government agencies within the last five (5) years (as the main solution provider or main contributor in a joint venture).
  4. Successfully completed projects will be presented through a table listing the name of the relevant assignments, short scope of work, contract start and end dates, country/region, contact reference (name, e-mail, phone number), and operational acceptance certificates. Additional references may be requested directly from the clients of completed projects, if necessary.
  5. Keeping in mind that the system is a public-facing interface, the developer Consultant should have the technical and creative abilities to design the system to be a user-friendly system. Thus, having some level of data science experience is an added advantage.
  6. The Consultant firm must be able to mobilize at least two (2) key experts with the necessary skills and experience as well as the project management and backstopping capacity, to ensure the successful completion of this assignment.

          Duration of the Assignment

The assignment is expected to be conducted within a period of four (4) months and is expected to start by the end of July 2024.

The Consultancy firm will be selected in accordance with the World Bank's procedures set out in the "IPF Borrower Procurement Regulations" (September 2023 Edition), and the contracting method will be Consultant’s Qualification-base Selection (CQS).
