  1. The East African Community (hereinafter called "Borrower") has applied for financing from the World Bank (hereinafter called "Grant") toward the cost of Eastern Africa Regional Statistics Program for Results and intends to apply part of the proceeds for consulting services of a Project Manager

 

  1. The consulting services (“the Services”) include

 

      1. Manage and coordinate project activities, from  technical, administrative and financial points of view, applying strategic planning and systematic coordination of project activities;
      2. Prepare annual work plans, coordinate the preparation and implementation of training plans in line with the Third EAC Regional Strategy for Development of Statistics (RSDSIII) and project document;  collaborate with the Procurement Specialist to prepare the project procurement plan and its implementation;
      3. Prepare realistic annual budget in line with the work plans and following EAC budget process guidelines; 
      4. Be in charge of the overall project implementation (quarterly and annual work plan, procurement plan and budget), monitoring and evaluation
      5. Supervise the Project personnel and ensure effective communication and coordination between the Project, the EAC Secretariat, Partner States and the World Bank;
      6. Ensure proper professional relationships with relevant national and international partner agencies, on relevant development  programmes/ projects;
      7. Ensure the project implementation complies with the Project Management Plan;
      8. Address business and technical issues, mitigate project risks and propose changes in project scope as necessary;
      9. Ensure timely validation of technical and functional deliverables;
      10. Provide Secretariat services in the meeting of the project Steering Committee and  other relevant  meetings;
      11. Responsible for project reporting; and
      12. Perform any other duties that may be assigned to him/her by the Head of Statistics Department from time to time.

 

 

  1. The EAC Secretariat now invites qualified and eligible individual consultant to indicate interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (letter of interest, Updated CV, description of similar assignments, experience in similar positions, availability of appropriate skills.)

 

The selection criteria will be based on the following:

 

  1. Qualifications
  1. Masters degree in either Statistics, Economics, or any other related field from a recognized University. The underlying bachelors degree (with honours) should be in either Statistics, Economics and Mathematics or any other related field;
  2. Relevant working experience of not less than 10 years at national, regional or international level in the field of official statistics, 5 of which must be at senior management level;
  3. Managed a Statistics Project;
  4. Knowledge of development cooperation, including grant management from World Bank and/or other Development Partner funded project will be an added advantage.

 

 

  1. Competences and skills
  1. Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint etc.);
  2. Good interpersonal and communication skills;
  3. Ability to work in a multi-cultural environment;
  4. Ability to work with minimum supervision; and
  5. Excellent speaking and writing in English, the working language of the East African Community.

The attention of interested Consultants is drawn to Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services, November 2020 (Fourth Edition), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
