Assignment Title: Consultancy Service (Individual consultant (IC) – Procurement Management for CWA-Phase II Project (Procurement Ref. No ET-MOWE-331375-CS-INDV)
The Government of Ethiopia has received financing from the World Bank toward the cost of the CWA-Phase II Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the provision of procurement consultancy services to the Ministry of Water and Energy (MoWE), Procurement Executive officer who has the responsibility for managing and coordinating the Project’s procurement and contract management activities.
- OBJECTIVES OF THE ASSIGNMENT:
The objective of the service is to provide support to the Procurement Executive officer or the Water Supply Lead Executive officer/PMU Coordinator in adherence to the procurement procedures.
2. SCOPE OF SERVICE
The scope of service for the assignment includes but is not limited to the following tasks:
- The Procurement Individual Consultant will provide technical assistance to the Ministry of Water and Energy Central Procurement Unit/WaSH PMU, and to increase efficiency in processing of procurement and management of contracts under Central Procurement Unit/ WaSH PMU.
- The consultancy will also support the achievement of value for money with integrity in achieving the project development objectives through:(a) Ensuring the proper and speedy implementation of the project by deploying agreed procurement regulations and effective use of available resources in accordance with the World Bank’s Procurement Policies, Regulations and Procedures,(b)Manage and monitor the project Procurement activities using the Bank’s Systematic Tracking of Exchanges in Procurement (STEP),(c) Supporting and strengthening of the structures for procurement implementation at Central Procurement Unit/ WaSH PMU in the Ministry of MoWE,(d) Provision of technical procurement support to the MoWE procurement staff to enable them effectively carry out the activities included in the procurement plan,(e) Build procurement capacity in the ministry through hands-on training to the Project procurement staff and (f) Design and conduct workshops for staff of the implementing units on the Bank’s procurement policies and guidelines.
- Reports to and work closely with the Ministry’s Water Supply Lead Executive officer/PMU Coordinator and the Regional Water Bureau Procurement Individual Consultants.
- Get acquainted with the WaSH project legal documents: project legal documents: The PAD and FA and the application of these documents for implementation;
- Review and get acquainted with the WSSP project implementation documents: The CWA II POM, other manuals, region specific implementation plans and assist the Regional Water Bureau and Towns’ Water Supply and Sanitation Project to adhere to these documents during project implementation.
- Review the standard procurement documents prepared for the project, ensure the appropriate use of them by the implementing agencies and provide inputs for updating and enriching the documents.
- Review the procurement manual, prepares capacity building training materials and provide formal and on the job training for procurement staff in the regions and towns on the application of the manual and standard procurement documents.
- Monitor adequacy of the number and qualification of the regions procurement staff, recommend action and closely work procurement staff at the Ministries, Towns and regional levels.
- Review procurement documents prepared for the project, the bidding documents, bid evaluation reports and the Contract documents and give no objection based on the threshold limit of the project.
- Conduct frequent travel to regions (not less than 70% of the contract time) to review and ensure the quality of the Regions procurement performance and reporting.
- Ensure that the program procurement plan and Regional procurement plans are updated and maintained.
- Visit selected Woredas and towns to review the procurement manual application and get feedback for the procurement manual and the POM improvement.
- Provide input to the PMUs quarterly report on procurement.
- Provide assistance to the independent auditors as wells as to the World Bank’s procurement reviewers while reviewing procurement activities at the woreda, town, and regional levels.
- Compile quality assured Procurement Plans and Contract Registers from regions, woredas, and Towns.
- Prepare procurement process tracking and follow-up system, and prepare contract status tracking system, and monitor and report on procurement and contract activities.
- Prepare General Procurement Notice (GPN) and Specific Procurement Notices (SPN) to be published in the UN Development Business (UNDB online), DG Market and/or national newspapers.
- Draft, publish and float invitation of bids for the procurement of works, goods and non-consulting services and Request for Expressions of Interest (REOI) for consulting services as per the Bank’s procurement regulations.
- Provide close support and guidance to senior procurement staffs of Central Procurement Unit/WS PIT and recommend actions and closely work with them.
- Evaluate bids, technical proposals and financial offers made for the procurement of works, goods and non-consulting services and consultants under the project.
- Prepare contracts for signature and receive securities.
- Provide close support to the technical staff for the timely completion of works and consultancy services contracts.
- Prepare & coordinate procurement correspondence with the World Bank and follow up in all cases in which a “No Objection” is required.
- Receive bidders and consultants’ complaints and closely work with the relevant officials and staff for the properly and timely addressing of the complaints.
- Keep records and files of all procurement documentation both in the case of activities subject to prior and post reviews by the World Bank and auditors.
- Keep accurate records of procurement activities, including purchase register, deliveries and completion of works, for the use of procurement post-reviews and auditing by the Bank.
- Upload and submit the procurement plan and all documentation at each procurement stage in STEP.
- Guide/assist the Procurement Evaluation Committees in the evaluation of EOIs/Bids/Proposals and prepare Evaluation Reports;
- Develop, design and execute a procurement filing and record management system;
- In addition to the above-mentioned activities, the Individual Procurement Consultant will perform other related and relevant assignments of the MoWE which may be assigned to him by the Procurement Executive Officer/PMU Coordinator & MoWE from time to time.
3. DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM THE CONSULTANT
The consultant shall deliver the following outputs:
• Updated Annual Procurement Plans of the project
• Updated Project Procurement Strategy Document.
• Procurement Adverts, Bidding Documents, Evaluation Reports, Contract Documents and
Contract Amendments of the project
• Inputs on procurement for the update of the Project Operations Manual; and progress
reports on all procurement activities.
• Monthly, Quarterly and Annual Procurement Progress report highlighting both challenges
and progresses of Project
• Project completion Procurement report after completion of the project
• Report on Procurement management POM development and implementation
4. REQUIRED QUALIFICATIONS/COMPETENCES
- The Individual Consultant to be selected shall have of work experience in procurement and have BA or BSc and above in Engineering or Procurement or other relevant fields with 10 years or above experience at least 4 years experiences in procurement, analysis and development of Manuals of world Bank or other Donor Financed projects in any sector. Proven familiarity with World Bank or other donor projects procurement guidelines and procedures including the Standard Bidding Documents for procurement of goods, works and services. Mentioning the Projects/Procurement activities done is requirements.
- Strong capability of communication on the subject matter, and capacity to offer trainings.
- Having experience of STEP will be an added advantage.

6. MANAGEMENT PROCEDURES
- Contractually, the Procurement Individual Consultant will work under the supervision of MoWE Procurement Executive officer and also works closely with the PMU Coordinator and other staffs of the water supply executive officer. The Procurement Consultant shall also work closely with the other World Bank’s Financed Water and Energy Projects and other designated MoWE staffs and consultants.
7. RESPONSIBILITY OF THE EMPLOYER
- Avail to the Consultant all necessary data and document available
- Provide office furniture, office equipment, stationery materials and Telephone line, Internet asses, etc. and other materials required by the Senior Procurement Management IC
- Provide transportation for field visits and overtime work
- Facilitate and organize stakeholders’ workshop
8. DURATION OF THE ASSIGNMENT
- The duration of the assignment/service is for one year (renewable). Renewal of contract for additional year(s) will be subject to satisfactory performance of the Consultant evaluated yearly.
- The Ministry of Water and Energy now invites eligible “Individual Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by attaching their CVs, Covering Letters, and any relevant documentation.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016.
- A Consultant will be selected in accordance with the individual consultant’s Selection procedure set out in the Bank’s Procurement Regulations. Further information can be obtained at the address below during office hours from 9:00 am to 12:00 noon and 2:00 pm to 5:00 pm from Monday to Friday.
