REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR

CONSULTING SERVICES – FIRMS SELECTION

 

 

ASSIGNMENT TITLE:

Consultancy Services to Undertake National Groundwater Data Aggregation

The Government of the Republic of Kenya has received financing from the World Bank toward the cost of the Horn of Africa Ground Water for Resilience Project (HoAGW4RP) and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include: Collection and aggregation of groundwater data from multiple sources including but not exclusive to the Ministry of Water Irrigation and Sanitation, Water Resources Authority, Drillers, Counties, Water agencies and Water service providers and Non-Governmental Organizations. Existing data is stored in various formats; paper copies or digital (scanned reports and database). Paper records are largely borehole completion records, maps and reports.  The services to be rendered by the consultancy is to collect, collate and centrally stored in an editable format to facilitate analysis and processing into the Groundwater Information System.

  1. Water Resources Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. This consultant will work closely with the other consultant developing the groundwater information system, to ensure that the data conversions are in formats compatible with the Groundwater Information System.

 

The shortlisting criteria are:

  1. Minimum of ten (10) years demonstrated experience in.
  1. must demonstrate
  1. Evidence of registration, description of core business and years in business; In case of consortia (or Joint Venture), declaration by each member of the consortium; Demonstrate core business as geodata and information systems in the water resources field.
  2. Give a general experience of the applicant. This should be demonstrated as follow-:
  • At least ten (10 No.) years’ experience in water resources data management,  analysis and database development with especially strong background in hydrogeology.
  • Working knowledge of latest GIS systems and tools
  • Experience in analyzing borehole drilling data and its components (geologist logging, borehole water quality, test-pumping) and interpretation of the results generated
  • Experience in data input and retrieval from various groundwater data bases
  • Excellent technical writing and documentation skills.
  • Familiarity with Kenya regulations on groundwater data collection; borehole completion record and other groundwater data sources.

 

  1. Specific relevant experience:

 

  1. with evidence the specific experience of the firm in the field of this assignment, including short description (2 page each). Give at least 2 similar assignments in the last 5 years undertaken by the firm. Details of the assignment - Name and address of the client, scope, value, and period shall be provided

 

  1. Technical and managerial capacity of the firm
  1. and managerial capability of the consulting firm to undertake the assignment should be supported by detailed company profiles providing details about staff skills, necessary tools, equipment, and software to undertake the assignment
  2. Note: Do not provide CV of staff. Key Experts will not be evaluated at the shortlisting stage.

 

  1. Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017, August 2018, and revised November 2020 which can be found at the following website: www.worldbank.org/procurement.

 

  1. duration of the consultancy services is expected to be nine (9) months.

 

  1. attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

  1. may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. However, the experience of a sub-consultant will not be considered while short-listing.

 

  1. Consultant will be selected in accordance with the Consultants Qualifications Selection (CQS) method set out in the World Bank’s Procurement Regulations.
