- The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of Electricity Network Reinforcement And Expansion Project (ENREP) -Additional Finance and it intends to apply part of the proceeds of this credit to payments under the Contract, Consultancy Service for Environmental and Social Impact Assessment studies for Shashemene 230kV, Arsi Robe and Durame 132 KV Power Transmission Project under Component-2: Transmission Network Strengthening and Expansion program (PRIME-1)
- This request for expression of interest aims at hiring a consulting firm. The main objectives of the consultancy is to conduct Environmental and Social Impact Assessment (ESIA), which is intended to address all environmental and social issues that are likely to arise during the pre-construction, construction, operation, and decommissioning phases while taking into account national laws and regulations as well as the World Bank Environment and Social Social Safeguard Instruments. Gap analysis between Ethiopian laws and the World Bank Framework to close the gap. The Consultant will perform the following key tasks
- Describe the Subproject including its main components, ancillary components/facilities, resources input, and outputs/products.
- Establish baseline environmental and social settings of the Subproject investment influence area.
- Establish legal and institutional frameworks under which the Subproject is implemented and operated.
- Identify beneficial and adverse environmental and social risks and impacts of the Subproject during preparation, implementation and operation periods.
- Asses cumulative impact/ total effect, including direct and indirect, on a given project affected area or human community.
- Propose suitable, practical, and site-specific enhancement and mitigation measures to avoid, reduce, mitigate, and compensate/offset the identified impacts with operational details.
- Conduct meaningful stakeholders’ consultations and analysis to capture the Subproject affected people and parties’ aspirations, concerns, and recommendations towards the planned interventions.
- Carryout alternative analysis and compare various Subproject planning and design options in terms of their environmental and social consequences.
- Develop environmental and social management and monitoring plans with institutional arrangement, human resources, and budget requirement.
- Develop specific environmental and social requirements and procedures to be included in contractor’s contract documents
3. The Ethiopian Electric Power (EEP) now invites eligible National Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultant/s should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:

4. The attention of interested Consultants is drawn to Paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Consultant’s Qualifications (CQS) method set out in the Consultant Guidelines.
