REQUEST FOR EXPRESSION OF INTEREST

ASSIGNMENT TITLE:  Selection and Employment of Procurement Consultant for HARARI REGINAL EDUCATION BUREAUS

The Federal Democratic Republic of Ethiopia, has received financing from the World Bank toward the cost of the General Education Quality Improvement Program (GEQIP-E) and intends to apply part of the proceeds for consultant services. 

The Ministry of Education as part of the project implementation program is looking for a Procurement Consultant for the effective and efficient execution of the project under the Project Implementation Unit for HARARI REGINAL EDUCATION BUREAUS. Experienced individual procurement Consultants who have relevant experience in the area of procurement service are invited to express their interest for the assignment.

The  Procurement Consultant is mainly responsible to ensure the implementation of core procurement principles throughout the procurement process and  ensure the compliance of the project to the World Bank and government procurement regulations and guidelines throughout the project duration.

The services include:

  • To increase the efficiency of the processing of procurement undertaken HARARI REGINAL EDUCATION BUREAUS GEQIP project coordination office in accordance with World Bank’s procurement rules and procedures.
  •  Provide hand-holding procurement support to the procurement staff in the Regional Education Bureaus.
  • Technically assist the project office in overall procurement planning, processing, contract management and in the execution of the agreed procurement plan.
  • Involve in the procurement capacity building needed by the project office.
  • Advise in handling the project procurement cycle and contract management effectively including preparation of procurement plans, preparation of procurement related documentations and handling of different procurement processes.
  • Assist in the operations of bid opening for the procurement of works, goods and non-consulting services and consultants and play a lead role in recording and drafting Minutes of bid/proposals opening. If required, closely work with the technical team and procurement offices in the Ministry and compile clarification to queries regarding bid documents raised by prospective bidders.
  • Prepare quarterly project procurement performance report and submit it to the project office and procurement executive officer on quarterly basis and provide input to the PCO’s quarterly report as needed.
  • Play the lead role in consolidating and preparing the regional project office Procurement Plans taking into account envisaged implementation time and considering the recent and reliable cost estimate for each procurement method and ensure that the consolidated project procurement plan is updated and maintained.

The Individual Consultant (IC) will be required to complete the services within 12 months from the date of the effectiveness of the contract and subject to renewal depending on its performance.

Required Qualifications and Experience

It is envisaged that the technical assistance will require an experienced and high-level technical competence in procurement of services, goods and works under World Bank financed Projects. The procurement consultant, therefore, should be required to fulfill the following qualifications.

  • MSc/MA or BSc/BA degree or equivalent from a reputable and recognized university in Procurement, Supply Management, Economics, Engineering, Commerce, Business Administration, Economics, accounting, management or any other related discipline.  
  • Postgraduate training in procurement or a professional qualification in procurement.
  • At least 8/10 years’ experience in procurement in a large private/ public sector organization or Projects for Masters and Bachelor degree respectively.
  • At least 6 years procurement experience in Bank financed Projects with thorough understanding of World Bank’s, procurement procedures.
  • experience and working knowledge of the World Bank's Systematic Tracking of Exchanges on Procurement is an added advantage
  • Computer literacy in the use of word processor, spreadsheets and any other application relevant to procurement.
  • Excellent change management skills and strong commitment to sharing procurement and contract management related expertise and experience in order to develop others.
  • Excellent writing and communication skills in both Amharic and English (all reports, documents and correspondences shall be in English).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.

The Ministry of Education now invites eligible Individual Consultant (Procurement) (Consultant) to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Qualification and Experience as procurement specialist in public procurement management and specifically in World Bank financed project and their capability on the basis of academic background, general and relevant experience, knowledge of local condition, and relevant trainings.

A Consultant will be selected in accordance with the individual consultant selection method set out in the World Bank’s Procurement Regulation (PR).
