GENERAL PROCUREMENT NOTICE

 

Overview

The Government of the United Republic of Tanzania has received financing in the amount of US$ 278 million equivalent from the World Bank towards the cost of the Tanzania Cities Transforming Infrastructure & Competitiveness (TACTIC) Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The project will target a total of 45 urban Local Government Authorities (LGAs) across the Country grouped geographically into three tiers. The main project activities will take the form of (i) technical assistance activities for strengthening urban management, and (ii) infrastructure sub-projects.

Technical assistance activities for strengthening urban management will include 45 LGAs and will be ongoing across five thematic areas: (1) improving local government finances, (2) strengthening urban planning and development control capacity, (3) enhancing urban service delivery and maintenance, (4) mainstreaming urban resilience into planning and management and 5) encouraging local economic development.

Infrastructure sub-projects will cover 45 LGAs and will be financed in 2 phases. Phase 1 will finance preparation of selected sub-projects for all participating LGAs in Tiers 1, 2 and 3; and the implementation of infrastructure sub-projects in 21 cities/municipalities of Arusha, Dodoma,Tabora, Kigoma, Mwanza, Ilemela, Geita, Kahama, Morogoro, Songea, Mbeya, Sumbawanga, Tanga, Moshi, Iringa, Kibaha, Bukoba, Singida, Shinyanga, Bariadi and Musoma. Under Phase 2, it is planned to expand the scope of the project in the near future, through an additional financing, to incorporate all participating LGAs not currently eligible to receive funds for sub-project implementation under Phase 1. TACTIC implementation will be under the President's Office, Regional Administration and Local Government (PO-RALG).

Project components and potential procurement opportunities

Component 1: Strengthening Urban Management - This component will finance strengthening of the institutional capacity of all participating LGAs on core urban management functions and their capacity for sustainable delivery of urban infrastructure and services. It aims to strengthen urban management in five thematic areas, including urban finance, urban planning and enforcement, urban service delivery and operations and maintenance, urban resilience, and economic competitiveness. The work builds on earlier technical assistance and investment support received under ULGSP and TSCP. The objective of the work is to deepen the capacity building and institutional strengthening activities in those beneficiary cities and to extend the support to new LGAs that are included in the project, and which did not previously have World Bank support. The institutional strengthening activities will improve the capacity of LGAs to mobilize own-source revenues, develop and implement responsive service- delivery arrangements and prepare appropriate planning tools to manage urban growth, reduce exposure to natural hazards and support local economic development.

Under this component the following are some of the procurement opportunities:

  1. Consultancy Services for Feasibility Studies and Preparation of Designs, Cost Estimates and Environmental & Social Safeguard Documents for Infrastructure Sub-Projects for Tier 2 LGAs
  2. Consultancy Services for Feasibility Studies and Preparation of Designs, Cost Estimates and Environmental & Social Safeguard Documents for Infrastructure Sub-Projects for Tier 3 LGAs
  3. Procurement of Information and Communication Technology (ICT) Equipment for Enhancing Own Source Revenue (OSR) Systems, Local Government Revenue Collection Information System (LGCRIS), Local Government (LG) Planning & Development Control, Geographical Information System (GIS) and Office Equipment for LGAs and PO-RALG
  4. Consultancy Services for Development and Adoption of General and Detailed Planning Schemes
  5. Consultancy Services for Strengthening of the Institutional Capacity of LGAs and PO-RALG on Core Urban Management Functions including OSR, GIS Mainstreaming, LGRCIS, LG Planning & Development Control, Solid Waste Management, Local Economic Development and Urban Resilience

Component 2: Productive, Inclusive, and Resilient Urban Infrastructure - This component will finance interventions that promote urban productivity, inclusiveness, and climate resilience in participating cities.  LGAs have prepared multi-year capital investment plans, based on council and regional strategic plans and master plans, and drawing from Local Economic Development Strategies and the Drainage and Sanitation Development Plans (where those exist). Urban infrastructure investments under this Component have been prioritized by PO-RALG and local government authorities based on the following criteria and principles: (a) population size and density; (b) vulnerability to natural disasters; (c) income levels; and (d) lack of access to basic infrastructure and services.

Under this component the following are some of the procurement opportunities:

  1. Consultancy Services for Construction Supervision of Infrastructure Sub-Projects Implementation in Tier 1 LGAs
  2. Consultancy Services for Construction Supervision of Infrastructure Sub-Projects Implementation in Tier 2 LGAs - Phase 1
  3. Procurement of Works for Infrastructure Development in LGAs that include Construction/Upgrading of Roads, Bus Terminals, Markets, Drainage and Flood Control Structures (for Tier 1 and Tier 2 - Phase 1 LGAs)

Component 3: Project Management - This component will finance inter alia the operational costs of the Project Coordination Team (PCT) to support coordination, financial management, procurement, monitoring and evaluation, and environmental and social management, to ensure the project is implemented efficiently, and in accordance with the fiduciary and environmental and social requirements. The component will also finance the development and maintenance of a web-based remote supervision tool, currently piloted under TURP and integrated to the Grievance Redress Mechanism (GRM), to monitor how different project activities are implemented in each city, including physical and financial execution, compliance with the World Bank’s Environmental and Social Framework (ESF), and beneficiary feedback. The component will also finance the costs of communication, including the project website and social platform to support the project’s access to information and citizen engagement.

Under this component the following are some of the procurement opportunities:

  1. Consultancy Services for Project Implementation Technical Support to PO-RALG and LGAs
  2. Consultancy Services for Preparation of Project Mid Term Review Report
  3. Consultancy Services for Preparation of Project Implementation Completion Report

Component 4: Contingent Emergency Response, CERC - This component enables rapid response to eligible emergencies and disasters caused by natural and man-made events by providing contingent financing. Many TACTIC cities face increasing disaster risks associated with climate change impacts and rapid unplanned urbanization, with flooding during the rainy seasons being the most common recurring disaster. Several cities are in seismically active zones. This component will allow the GoT to access project funds to support immediate disaster response, rehabilitation, and reconstruction needs. The CERC will initially have no funding allocation, but upon its activation uncommitted funds from other project components will be reallocated to serve the eligible needs. Activation of the CERC will require the World Bank’s no-objection upon (a) declaration of an emergency by GoT, (b) submission of a request for support to the World Bank, and (c) preparation of an acceptable Emergency Action Plan by the GoT. PO-RALG will prepare a CERC Operations Manual to guide its activation and implementation arrangements which will be approved by the World Bank.

Procurement notices and processes

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Fourth Edition (November 2020), and is open to all eligible firms and individuals as defined in the Procurement Regulations.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and Public Procurement Regulatory Authority (PPRA) website and/or newspaper of national circulation in Tanzania and the Tanzania National e-Procurement System (TANePS).

Procurement activities for the project will be processed through TANePS. Thus, all prospective bidders interested to participate in bid opportunities under this project are required to be registered as users of the system. The registration is open to all local and international bidders. Bidders already registered to use TANePS need not register again. All bidders are encouraged to use the system User Guides or Suppliers Training Videos which can be accessed at https://www.taneps.go.tz/epps/home.do. Prequalification of contractors will not be applicable for these contracts.
