The Government of Albania has received a financing in the amount of 15 million EUR (16.8 million USD) equivalents from the World Bank toward the cost of the Albania Emergency COVID-19 Response Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The project will include the following components:

Component 1: Supporting the health sector’s COVID-19 response in the immediate and mid-term (Estimated as 16,620,000 USD). This component will provide immediate support to Albania to strengthen its capacity to contain local transmission of SARS-CoV-2. Over the short- and medium-term, it will support enhancement of disease detection capacities through investment in essential public health functions (around surveillance, early warning systems, case detection and contact tracing); provision of health care equipment and materials; provision of laboratory equipment; strengthening the capacity to assess and modify requirements for physical distancing; and strengthening the means to communicate effectively with the public.

Subcomponent 1.1: Strengthening of essential public health functions to contain the spread of COVID (Estimated as 1,050,000 USD).This sub-component will support the strengthening of the laboratories, epidemiological investigation, detection of new case ect. In addition, the sub component includes the development of an information system to facilitate recording and on-time virtual sharing of information.

Subcomponent 1.2: Health system strengthening to enhance capacity to treat cases of COVID-19 and related illnesses (Estimated as 14,570,000 USD)   .This sub-component will support the health care system to maintain essential medical care and minimize risks for patients and health personnel, including through training health facility staff and front-line workers on risk mitigation measures and providing them with appropriate PPE and hygiene materials.

Subcomponent 1.3: Physical Distancing Measures and Communications (Estimated as  1,000,000 USD) . Given the on-going uncertainty regarding the next phase of the epidemic, this sub-component will support the GoA’s efforts to ensure safe physical distancing, particularly as applied to the Government’s responsibilities for delivery of health and social care. It will also support the GoA goals of developing workforce skills (for both clinical and administrative staff) ect.

Component 2: Project management (Estimated as 180,000 USD) .The second component will support the overall project administration, including project management and fiduciary functions, regular monitoring and reporting of implementation. The existing MoHSP structures will be used for project management and implementation.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016Revised November 2017 and August 2018) (Procurement Regulations), and is open to all eligible firms and individuals  as defined in the Procurement Regulations.

The main activities planned to be procured under the project includes:

Goods

  • Supply and Installation of the common digital platform that integrates emergency calls and self-reporting among public health laboratory network and Supply and Installation of an information system among key labs including training;
  • Supply with medical equipment for Public Health Institute;
  • Medical Equipment and refurbishment in Infectious Disease Clinic in Mother Teresa Hospital and Medical equipment and refurbishment of Public Health Institute and laboratories network;
  • Delivery of telemedicine consultations - development of a virtual platform.

Civil Works

  • Civil Works for the rehabilitation of Infrastructure improvements in Infectious Disease Clinic in Mother Teresa Hospital and Public Health Institute

Consultancy Services

  • Surveillance activities in 25 primary health care centers and 21 hospitals in 18 municipalities ILI/ARI sentinel surveillance activities;
  • Assessment, design and supervision of Civil Works for the improvement in Infectious Disease Clinic in Mother Teresa Hospital and Public health Institute;
  • Development of a training curricula on field epidemiology designed for on job training and short courses cycles and practices, and training  for health care professionals on risk mitigation measures - including a tailored training and guidelines for health care workers on identifying and treating COVID-19;
  • Community engagement activities on physical distancing, personal hygiene, protective measures, appropriate use of masks;
  • Development and distribution of basic communication materials on COVID-19 for the general public.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and in the Website of the Ministry of Health and Social Protection.
