1. The Nepal Electricity Authority (NEA) has applied for financing from the World Bank toward the cost of the Upper Arun Hydroelectric Project (UAHEP) & the Ikhuwa Khola Hydropower Project (IKHPP), and intends to apply part of the proceeds for consulting services.
2. UAHEP is located at Sankhuwasabha District in Eastern Development Region (EDR) of Nepal about 700 km East of Kathmandu. The project is a peaking Run-of River type HEP withthe installed capacity of 335 MW and gross annual output of 2,050 GWh. Its Feasibility Study was completed in the year 1991.
NEA intends to develop IKHPP with the installed capacity of 30 MW, which is expected to produce about 191 GWh of energy annually, as an integral component of the UAHEP. As per the feasibility study being conducted by Department of Energy Development (DOED), IKHPP is a run-of-river type (RoR) project located in vicinity of UAHEP area.
3. The consulting services ("the Services") for the Detailed Engineering Design, Preparation of Tender Documents and Construction Supervision of the Projects include review of feasibility study, optimization of the installed capacity followed by the complete detailed engineering design and the preparationof tender documents in Phase I and construction supervision in Phase II of both projects (UAHEP and IKHPP) by the same Consulting Firm. In particular, the principal activities will include, but not limited to the following:
Phase I
Review of the feasibility study;
Preparation of detailed engineering design of the project;
Preparation of tender drawings and documents;
Interface Phase
To assist Nepal Electricity Authority (NEA) for the evaluation of the technical and financial proposals for the selection of the contractor, contract negotiation and agreement with thecontractors. This includes Tender call, Detailed Tender evaluation, pre bid meetings, final report, agreement and commencement of work etc.
Phase II
Construction supervision with quality assurance including defect liability period;
Contract administration;
Other works as defined by FIDIC contracts.
It is expectedthat the consulting services for UAHEP will last about One hundred two (102) months in total: Phase I Twenty four (24) months and Phase II- Sixty Six (66) months (this includes 12 months defects liability period) with interface of Twelve (12) months in between the two phases. Similarly consulting services for IKHPP will last about Seventy two (72) months in total: Phase I Twelve (12) months and Phase II- Forty Eight (48) months (this includes 12 months defects liability period) with interface of Twelve (12) months in between the two phases. Entire Phase-I and Phase-II for both UAHEP and IKHPP projects will be dealt bysingle consulting firm. The contract for each phase will be made separately. It is expected that the contract for the Phase II of both projects (UAHEP and IKHPP) will be made after one year from completion of Phase I.
4. The NEA now invites eligible consulting firms ("Consultants") to indicate their interestin providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. All the Consulting firms including JV firms must have been legally registered for at least ten (10) years from the last date of submission of EOI.
Following documents shall be submitted along with the EOI application by all the Consulting firms including JV firms.
Notarized or certified copies of Certificates of incorporation or Registration of the consulting firm.
Audited Financial Statements of the preceding five consecutive fiscal years but not earlier than the year 2007. Minimum average annual turnover of best three years over the last five years shall be US$ 5 Million.
Company Profile.
The consulting firms must provide information on jobs undertaken in the last thirty (30) years giving a brief description of each job undertaken, the funding source(s), amount of contract and information on the employer. Consulting firms' work experiences shall be evidenced by certified copies of client's references with contact and email addresses on the letterhead of the client's organization and shall be written in English. If the references are in other languages, it shall be accompanied by an accurate translation into the English language duly authenticated by notary agencies or the nationally/ internationally recognized translating body/ agency. Any work experiences without client's/employer's reference shall not be considered. Evaluation will be based on the hydropower projects whichare constructed and commissioned. Planned and under construction projects will not be considered for evaluation.
5. Short listing of the Consultants will be carried out according to the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World BankBorrowers - January 2011, Revised July 2014 ("Consultant Guidelines"). The attention of interested Consultants is drawn to paragraph 1.9 ofthe Consultant Guidelines setting forth the World Bank's policy on conflict of interest.
6. Consultants may associate with other firms in the form ofa joint venture or a sub-consultancy to enhance their qualifications.Experience and Qualification of other firms, whether parent or subsidiary firm, will not be considered for evaluation. Likewise, qualificationand experience of the consulting firm associated as a sub-consultancywill not be considered for evaluation for shortlisting.
7. All submittals from the consulting firms shall be in English language.
8. A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines. A brief description of UAHEP and IKHPP and criteria forshort-listing of consulting firms including this request for EoI can be either downloaded fromthe NEA's website: www.nea.org.np or collected from the address mentioned below.
9. Further information can be obtained at the address below during office hours.
10. Expressions of Interest must be delivered in two printed copies to the address mentioned below on or before 13:00 hrs local time on February 21, 2015. If the last date of submission happens to be a public holiday, the submission shall be madeon the next working day. The submission shall be made in closed envelope and the title shall be "Expression of Interest (EOI) for Consulting Services: Upper Arun Hydroelectric Project andIkhuwa Khola Hydropower Project". Electronic submission is not acceptable.
11. NEAreserves the right to accept or reject any or all applications, or tocancel the entire proceedings without giving any reasons whatsoever.
