REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES)

ALBERTINE REGION SUSTAINABLE DEVELOPMENT PROJECT

Assignment Title: Consultancy Services.

1. The government of Uganda has applied for financingfrom the World Bank under Uganda Albertine Region Development Projectand wishes to use part of the proceeds to finance the upgrade of Uganda Petroleum Institute at Kigumba (UPIK).

Since 2006 approximately 20 oil and gas fields have been identified in the Ugandan onshore tracts of the Lake Albert Rift Basin. These and more recent discoveries have identified what are thought to be approximately 800 MMBbl of recoverable oil. The Uganda oil industry is however in its infancy and the number of major petroleum contractors (PCs) operating in Uganda is quite small: Tullow Oil from the UK, Total from France, and CNOOC from the Peoples' Republic of China.  CNOOC is scheduled to go into production sometime in 2017/2018. The Government of Uganda (GOU) is also planning to construct a refinery with the capacity to process 60,000 barrels of oil per day. The refinery is planned to begin operations in 2017/2018, when CNOOC begins production.

 

2. UPIK will develop and deliver certificate and diploma level courses for skilled technicians in: 1) petroleum operations 2) mechanical maintenance 3) electrical maintenance and 4) instrumentation (and other disciplines that may be required) for PCs, service companies, and refinery operations.  The Government of Uganda developed a set of Strategic Objectives for UPIK and developed a 5 year (2014 – 2019) Institutional Development Plan (IDP) for the College. The IDP presents a four component strategy for the College to achieve its strategic goals through improvements in: 1) curriculum 2) workshop & laboratory facilities 3) thequality of training delivery & instructor training and 4) institutional organization and management.

 

3. The objective of the assignment is forthe Consultant to assist UPIK to improve its: 1) curriculum selection & design 2) facilities & equipment 3) training delivery & instructor upgrading and 4) organization & management with the aim of ensuring that the  targeted communities benefit from the project to ensure sustainable socio-economic development.

 

4. The services are expected to be completed within thirty six (36) calendar months from commencement running through the entire project life.

5. The Ministry of Education and Sportsnow invites eligible International Institutions to indicate their interest in providing the services. Interested Institutions should provide information demonstrating that they have the required qualificationsand relevant experience to perform the services. The short listing criteria are as follows;

§  Experience of at least 15 years in international education and training

§  Specific experience as a twinning institution on at least 3 similar assignments involving International Accreditation, Curriculum Adaptation and Training of Faculties for similar colleges

§  Certification in the petroleum-related trades by the appropriate Government Ministry in its home country

§  Presence of skills among staff in the areas of:

(i) Curriculum development and adaptation,

(ii) Institutional development

(iii) Construction trades instruction and

(iv)Technical and vocational training Institute management

§  Experience  on at least 1 assignment working in developing countries with conditions similar to Uganda

 

6. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment ofConsultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers(January 2011) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

7. Consultants may associate with other institutions to form a joint venture or sub consultancy to enhance their qualifications. The Expression of interest must clearly indicate the type of intended association as joint venture or sub consultancy and the lead firm in theExpression of Interest.

8. A consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelineafter the short list is prepared.

10. Expression of interest, in English (one Original plus three copies), in a sealed envelope or via email clearly marked "Expression of interest for International Accreditation, Curriculum Adaptation and Training of Faculties for Uganda Petroleum Institute at Kigumba (UPIK), must be delivered in a written form to the Physical address below in person or by registered mail/ courier, or by email, to reach not later than 11:00 am (Local time) on 18 September, 2014.
