The Ministry of Agriculture, Irrigation and Livestock (MAIL) has received Grants No. TF-013820 for financing from the World Bank toward thecost of the National Horticulture and Livestock Project (NHLP) of MAIL, and intends to apply part of the proceeds for consulting services.

 

Poultry Production:

The Government of Afghanistan through the MAIL is promoting smallholder poultry production in Afghanistan as part of the strategy for poverty alleviation and food security of local population and especially disadvantaged groups and less-favored areas. Poultry production is almost exclusively a women's activity. The predominant poultry system in Afghanistan is still the scavenger type family and village-based production with indigenous chickens scavenging for feed. This poultry system is gradually being transformed into a semi-scavenger system, and from there into small scale-commercial and commercial poultry production systems.

 

A sustainable approach for improving the scavenger type to the semi-scavenger type production system developed andtested by previous activities carried out mainly by FAO and NGOs overa wide range of locations through external funding.

MAIL supported the implementation of the Afghan Backyard Poultry Model in the HLP project through FAO. In this project 25,000 rural women were trained in backyard poultry production in19 districts in eleven provinces. It provided a package of improved pullets, basic supplies and equipment for poultry production to each ofthe participating women.

For a variety of reasons the results howeverare not quite as good as hoped. Most households were not able to sustain the FAO model with only 15 pullets. Therefore, under the rural development concept the required number of layers was assessed and it wasdecided to double the number of layers to 30/beneficiary.

In addition to increasing the number of birds, the quality of the pullets, feed and training of the beneficiaries have been identified as crucial for the end result of the project. Thepoultry section of HLP, together with the IPs will therefore closely monitor these aspects to make sure the program starts with a good foundation that allows the beneficiaries to learn, gain confidence and over the course of the first year gradually assume all responsibilities from ordering the pullets, quality control etc to finding the best market for the eggs.

 

The consulting services ("the Services") include Poultry Sub-Projects Implementation and Services for a period of 18 months start from February 1, 2013 till July 31, 2013.

 

The Ministry of Agriculture, Irrigation and Livestock, National Horticulture and Livestock Project now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:

 

1.      At least 5 years relevant experience in similar assignment.

2.      Available resources to carry out the assignment with an annualturnover of equal or more than USD-500,000 during any of the last five years.

3.      The firm/NGO should have at least one similar contract of equal or larger magnitude in poultry section for the last five years.

4.      Available technical staffs to perform the subject assignment.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 1.9 of Consultant Guidelines.

A Consultant will be selected in accordance with the QBS method set out in the ConsultantGuidelines.

 

We have three poultry projects in the three different locations at the same time; if a consultant firm wants to apply for more than one package then they need to propose separate key staff for each region/location.
