Procurement of IT Equipments for IBEX PROJECT Training center

IFB No. ICB- COPCU/ PBS- G-10/2011

1.      This Invitation for Bids follows the General Procurement Notice for this Program that appeared in Development Business, issue no. 4236689, August 7, 2009

2.      The Federal Democratic Republic of Ethiopia has received financing  from the International Development  Association and Development Partners towards the cost of Phase II of Protection of Basic Services Program  and it intends to apply part of the proceeds of this financing to payments under the Contract for Procurement of IT Equipments for IBEX PROJECT Training center.

3.      Ministry of Finance and Economic Development -The Channel One Programs Coordinating Unit (COPCU) now invites sealed bids from eligible and qualified bidders for Procurement of the following items three lots described as IT equipment for IBEX training center.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5.        Interested eligible bidders may obtain further information from the address given below from 9:00 Am to 5:00 PM

6.      Qualifications requirements include:

·         The Bidder shall  submit audited financial statements to demonstrate that it has an Average Annual Turn Over of two times its bid price   over the last five years.

·         The Bidder must have completed at least  two contracts of similar size and volume  in the last four years

Additional details are provided in the Bidding Documents.

 

7.      A complete set of the bidding document in English language may be purchased by interested bidders on submission of written application to the address below and upon payment of a nonrefundable fee of EthiopianBirr 250 (Birr Two Hundred fifty) or USD 15 or equivalent amount in any other freely convertible currency. The method of payment will be cashier's check or cash.   Bidders who wish to have the bid document delivered to their addressby a courier service shall pay an additional amount of ETB- 515.00 oran equivalent amount in a freely convertible currency for a courier service charge or send a pre paid courier service coupon to the purchaser in the address below .However the purchaser shall not be responsible for a loss or delay in the delivery of the mail and shall not entertain requests for extension on account of such delays. 

8.      Bids must be delivered to the address below on or before 2:00 PM Local Time on March 21st  /2012; Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below. The Bid shall be opened on 2:30 PM Local Time on March 21st, 2012, at the following address stated below.

9.       All bids must be accompanied by Bid Security of the amount 

Lot 1. ETB 70,000 or USD 4, 000 or equivalent amount in any freely convertible currency

Lot 2. ETB 48,000 or USD 2, 800 or equivalent amount in any freely convertible currency

Lot 3. ETB 7,100 or USD 420 or equivalent amount in any freely convertible currency
