Request for Expression of Interest

 

 

Hiring a Legal Expert

1. The Government of Mozambique, through the Ministry of Transport and Communications (MTL), is implementing the Southern Africa Trade and Connectivity Project (SACP), with funding from the World Bank, which aims to increase regional trade coordination, develop regional value chains and improve access to infrastructure, including investments along the Nacala and Beira Corridors that link Mozambique to Malawi, and along the Maputo Corridor that links Mozambique to South Africa via Ponta do Ouro, and intends to apply part of the Project funds for the Recruitment of the Legal Expert

 

2. The primary purpose of the Legal Expert position is to (i) ensure strict compliance with applicable standards, legal instruments and legal agreements established in the Project, in strict compliance with current legislation, combined with the management standards established in World Bank procedures;and  (ii) drafting and modifying legal instruments and advising the Ministry of Transport and Logistics in coordination with the Legal Division..

 

3. In this sense, the Ministry of Transport and Logistics invites Individual Consultants to send their Expressions of Interest for this position. The Legal Expert will be responsible for, among others: the following activities;

 

a. Inform the Project Manager in a timely manner on the appropriate legal instruments that may affect the execution of the Project during all phases, including scoping, planning, budgeting, execution and monitoring to avoid disputes, in strict compliance with the rules provided for by the Government of Mozambique and the World Bank;

b. Advise and draft legal instruments that are requested;

c. Provide legal advice and support in administrative procedures, of which the Project Implementation Unit is part;

d. Participate in Technical Evaluation Committees, and Selection of technical personnel, when required;

e. Review and advise in relation to the Financing Agreement with the lender and participate in technical missions;

f. Monitor compliance with deadlines and legal aspects of the contracts and agreements signed to implement the PIU and its activities;

g. Review and summarize all legal documents managed by the PIU;

h. Work with the legal team of the key Ministries of the project, in particular the Ministry of Transportation and Communications as well as the legal advisors of Zambia and Malawi to establish and monitor the institutional and legal agreements to be signed between countries;

i. Provide legal support when required by the Secretariat (to be established) in the preparation of technical opinions for discussion; legal instruments, studies and strategic documents in the area of transport that promote developments in the corridors, and tripartite meetings to be held between Malawi, Zambia and Mozambique;

j. Collaborate in the preparation of the institutional and legal framework of the Project Implementation Unit and the Secretariat

 

4. The consultant will be selected in accordance with the World Bank procedures defined in the Procurement Regulations for IPF Borrowers, September 2023 edition and  the method of contracting will be Individual Consultant (IC)

 

5. The criteria for evaluating Expressions of Interest are: (i) Academic background Degree in Law and with a professional license  (ii) At least five (5) years of experience in law firms, government legal departments or as an independent consultant advising in areas of public law, international contracts, public international law or economic; (iii) Experience in drafting legal instruments, legal frameworks, institutional structures related to legal management in projects funded by multilateral organizations and/or international cooperation., (iv) Experience in coordination and negotiation with public and private entities, and ability to interact with governments; including country managers and ministers (v) Proficiency in Portuguese and English, written and spoken.

 

6. The initial contract duration is twelve (12) months. Additional information and Terms of Reference can be obtained at the address below (paragraph 8), weekdays, from 8am to 3pm. The outside of the envelope containing the applications must contain the following words LEGAL EXPERT.

 

7. Interested candidates with the required profile should send their application proposals, which must consist of the following documents: Application letter, CV (4 pages), copies of diplomas or certificates of academic qualifications and 3 references..

8. Expressions of interest must be submitted electronically or in physical form, in portuguese or English by 10:00 a.m. (local time) on May 8, 2025, to the address below.
