Assignment Title: Development of a Basin Plan for Water Resources Management in the Vakhsh River Basin for the period up to 2040

The Ministry of Energy and Water Resources of the Republic of Tajikistan has received financing from the World Bank for the Tajikistan Strengthening and Water Irrigation Management Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include developing the Basin Plan for Water Resources Management in the Vakhsh River Basin up to 2040 based on the Decree of the Government of the Republic of Tajikistan, "On the Procedure for the Development, Approval and Implementation of Basin Water Resources Management Plans" and the Methodological Guidelines for the Development of Basin Water Resources Management Plans.
The assignment comprises of the following Tasks:
Task 1: Establish an organisational structure and work plan for the Basin Plan for Water Resources Management in the Vakhsh River Basin until 2040.
Task 2. Using Methodological Guidelines to develop a Basin Plan for water management in the Vakhsh River Basin until 2040.
Task 3. Institutional development of the River Basin Organization (RBO) and River Basin Council (RBC) of Vaksh River and basin local authorities.
Task 4. Development of maps and applications for the Basin Plan for Water Resources Management in the Vakhsh River Basin up to 2040.
Task 5. Identification of water management areas in the Vakhsh River basin.
Task 6. Database on water resources of the Vakhsh River Basin and integration in the National Water Information System.
The implementation period of the assignment is 80 calendar weeks.

The Ministry of Energy and Water Resources of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information confirming that they have the required qualifications and relevant experience to perform the Services including among others copies of past contracts developed methodologies, or published studies and reports.
The shortlisting criteria are:
1. General Experience of the Firm
- At least 10 years of experience in developing river basin water management plans or related water resources management projects.
2. Specific Experience Relevant to the Assignment
- Previous experience of 2 assignments of similar scope and complexity and in accordance with internationally recognized guidelines or methodologies with cost estimate of USD 700,000 in Central Asia or regions with comparable geographic and socio-economic conditions.
3. Technical and Organizational Capacity
- Availability of skills in water resources management, GIS mapping, institutional development, and database integration.
- Adequate organizational structure
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers’ July 2016 revised November 2020 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], which sets forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but they should indicate whether the association is a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.
A Consultant will be selected according to the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
