Assignment Title: Hiring of Information Communication Technology (ICT) Consultant to support establishment and maintenance of a Land Management Information System and ICT hardware

The Ministry of Lands, Housing and Country Planning (MLHCP), through the Ministry of

Finance has received financing from the World Bank towards the cost of the Sierra Leone Land Administration Project (SLLAP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Hiring of Information Communication Technology (ICT) Consultant to support establishment and maintenance of a Land Management Information System and ICT hardware. The initial estimated level of effort (professional man-months) for this assignment is twelve (12) months. Implementation is expected to commence on the 1st August, 2024 and ends on the 31st July, 2025 (with a possibility of an extension base on satisfactory performance).

The Ministry of Lands Housing and Country Planning (MLHCP) through the Sierra Leone Land Administration Project (SLLAP) now invites eligible individual consulting (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • Relevant academic qualification
  • Relevant work experience
  • Professional competencies

Criteria related to the required qualifications and experience of the consultant include:

  • Masters or similar degree in Computer Science/Information Technologies;
  • A minimum of 10 years of proven work experience in the ICT domain;
  • A minimum of 3 years of proven work experience as a project manager or team leader in IT-related projects;
  • Solid understanding of networks, databases, and other IT technologies;
  • Demonstrated advanced knowledge in software development or system/network/database administration or system analysis/architecture;
  • Hands-on experience with project management tools;
  • Experience in the implementation of ITIL/ITSM is desirable;
  • Solid organizational skills, including multitasking and time management;
  • Familiarity with risk management and quality assurance control;
  • Proficient English and excellent technical writing skills. Ability to write clear, correct, and technical English.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November, 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. 

 

A Consultant will be selected in accordance with the individual selection method set out in the Procurement Regulations.
