TOR for Environmental Specialist
Position: Environmental Specialist
Duty station: Addis Ababa, Ethiopia
Educational Level: M.Sc.
Work Experience: Minimum of 7 years
Duration: The length of this position is initially for one year and then renewed subject to satisfactory performance.
- BACKGROUND
Currently, the Ministry of Labor and Skills (MoLs) is implementing the Education and Skills for Employment (EASE) Project financed by the World Bank. EASE is a national project. The project aims to improve employment outcomes of the TVET system of Ethiopia with a focus on women and marginalized groups. It focuses on practical, work-related skills to enhance employability of youth in Ethiopia while addressing skills constraints to respond and adapt to megatrends. Through a well-functioning TVET system, the project will support better alignment of skills supply and demand and adjust offerings to meet the demands of the changing labor market. The Project is thus expected to help Ethiopia meet the Sustainable Development Goal of “promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.”. The objectives and results of the project will be achieved through the implementation of the following three components.
- Component 1. Strengthening public polytechnics for improved labor market outcomes. This component will provide funding to select public polytechnics to improve the relevance and quality of their training programs through closer linkages with employers, better qualified faculty and improved facilities and equipment.
- Compoenet 2. Skills for Jobs Development Fund. This component will offer competitive grants to establish new programs or expand existing programs that demonstrate high employment outcomes. Public and private polytechnics and higher education institutions will be able to apply to the Fund.
- Compoenet 3. System Strengthening. This component will build system capacity for improve outcomes of the skills development sector of Ethiopia.
The Project’s environmental and social (E&S) risk rating is moderate based on the overall countrywide implementation scope of the project and related environmental, social health and safety (ESHS) aspects, involving regions categorized under ESS7, the contextual and security risks, conflict impact areas, and IDP hosting regions. The Project has prepared, consulted on and disclosed E&S instruments including E&S Commitment Plan (ESCP), Stakeholder Engagement (SEP), E&S Management Framework (ESMF) (including Labor Management Procedures and Social Assessment (GBV/SEA/SH action plan annexed), and Security Risk Assessment and Management Plan (SRAMP) that comprise proportionate mitigation measures to address the potential environmental and social risks and impacts). The MoLS is therefore seeking to a qualified Environmental Specialist, with proven experience and good track records, to provide effective and efficient technical expertise in implementing and monitoring the environmental, health and safety performance of the project, including the ESCP, status of preparation and implementation of environmental (and social) instruments required under the ESCP, and the ESMF, among others. The specialist will be part of the environmental and social risk management team of the National Project Coordination Unit (NPCU).
- OBJECTIVE AND SCOPE OF THE ASSIGNMENT
Objective: The main objective of the Environmental Specialist is to identify, characterize and manage environment risks and impacts in line with the ESCP, SEP, ESMF and SRAMP prepared for the project (per the WB Environmental and Social Framework (ESF) and GoE environmental and social policy, legal and institutional frameworks), while ensuring that the project complies with the prepared instruments, best practices and national regulations and standards with a focus on environmental risk management.
Scope: To attain the above stated objective, the Environmental Specialist will ensure that the environmental, health and safety (EHS) risks and impacts are fully considered and managed during the implementation of the project activities under the supervision of the NPCU Coordinator.

Duties and Responsibilities
- Review relevant documentation related to the project to ensure that appropriate plans and EHS risk management instruments will be prepared/updated, implemented, and monitored (through a consultative process) to contribute to the achievement of the project objective.
- Prepare annual, and quarterly work plan and budget for managing effectively and efficiently the EHS risks and impacts of the project in line with the ESCP, ESMF and other ESF instruments
- In collaboration with the National Project Coordination Unit (NPCU) staff, provide EHS technical support and advice to the EASE Project implementing institutions through assessing the EHS risks and impacts of the Project throughout the project life cycle. This assessment is very useful to ensure that the EHS impacts and risks are identified, avoided, minimized, reduced, or mitigated in accordance with the environmental and social instruments prepared for the project.
- In coordination with the NPCU staff and project implementing institutions, ensure the EHS risks and impacts associated with preparation, implementation and monitoring of subprojects/project activities are addressed starting from an early stage including E&S screening, preparation, review, and approval in line with the ESMF and the ESCP, and GoE’s environmental policies and legal frameworks.
- Ensure that the MoLS obtain the relevant environmental and related clearances/ approvals from the woreda, regional Environmental Protection Authority (EPA) and relevant federal ministries including federal EPA where applicable for EASE project activities/subprojects.
- Conduct/participate in appropriate environmental (and social) technical meetings/missions of the of the EASE Project, and prepare and share meeting notes/reports with the NPCU Coordinator and the project implementing institutions. In collaboration with the NPCU Coordinator and the implementing institutions, incorporate the relevant EHS measures into the procurement documents before launching the procurement process for the relevant project activities/subprojects and shall thereafter be complied with throughout the carrying out of such activities as described in the ESCP.
- Follow up and ensure that contractors and supervising entities to provide monthly monitoring reports on the EHS performance, including an E&S report in accordance with the metrics specified in the respective bidding documents and contracts.
- Work with the implementing institutions to ensure that EHS oversight, monitoring, and auditing of project activities/subprojects is undertaken timely and findings are reported periodically to the MoLS, the World Bank and others so that technical assistance required to ensure compliance is provided.
- In consultation with the PIU Coordinator and the project implementing institutions, resolve environmental issues in case of non-compliance, and where needed, prepare time-bound corrective action plan with specific follow-up actions, budget and responsible bodies.
- Engage in the preparation, organizing and providing EHS capacity building trainings for project implementing institutions including TVETs staff in line with the ESCP, ESMF and other ESF instruments (e.g. SRAMP, SEP, LMP, etc.).
- Notify the NPCU Coordinator any incident or accident related to the project activities which has, or is likely to have, a significant adverse effect on the environment, the affected communities, the public or workers in line with the ESCP and the ESMF.
- Prepare and submit quarterly , semi-annually and annually monitoring reports on environmental, health and safety (EHS) performance of the EASE project to the NPCU Coordinator who will then submit these reports to the world Bank and the implementing entities.
- Take up any additional related tasks as directed by the NPCU Coordinator
Minimum Job Requirements
- Academic Qualifications
A minimum of Master’s degree in Environmental sciences /Environmental Engineering, Health Sciences, Natural Sciences, or related field.
- Work Experience:
- A minimum of 5 (five) years of relevant experience in environmental safeguards/risk management; Environmental, Health & Safety management or related projects.
- Track-record of assessing, managing, and monitoring project-level environmental (and social) risks and impacts, as well as managing implementation of related safeguards, policies guidelines and frameworks, in relation to development projects of a similar scale and technical nature, and prior experience in WB funded projects would be preferred.
- Experience in timely implementation of annual work plans and procurement plan. At least 90 percent of the plans were satisfactorily performed.
- Knowledge of the Ethiopian regulations and laws particularly in the Environment (and Social) Impact Assessment (ESIA) processes is required.
- Proficiency to use the computer and office software packages (word processing spreadsheet etc.); and experience in handling of web –based data and management Information systems will be an added advantage.
- Demonstrated ability to work productively (including sharing experience and PPT preparation and presentation) in a team setting.
- Willingness to travel frequently nationwide to support/manage the implementation of the ESF instruments of the Project, carry out stakeholder consultations, and monitor/supervision subprojects/project activities.
- A strong sense of partnership and ability to work independently with limited supervision.
- Fluency in English and Amharic languages is a requirement, and knowledge of other languages is an advantage,
Salary: Project pay scale of Ethiopian Government
Probation period: 6 months
Contract period: I year with possibility of extension
