REQUEST FOR EXPRESSION OF INTEREST (REOI) 

(INDIVIDUAL CONSULTANT SELECTION) 

 

RECRUITMENT OF PROJECT PREPARATION COORDINATOR FOR THE PREPARATORY PHASE FOR KUMASI URBAN MOBILITY AND ACCESSIBILITY PROJECT (KUMAP)

  1. BACKGROUND 

The World Bank intends to support the Government of Ghana (GoG) to improve urban mobility and accessibility conditions in Greater Kumasi Metropolitan Area (GKMA) through the preparation of a Kumasi Urban Mobility and Accessibility Project (KUMAP- “Project”). The Project Development Objective (PDO) is to improve mobility, safety, and accessibility along selected corridors and improve planning capacity for sustainable urban growth in the GKMA. The targeted Metropolitan and Municipal Assemblies (MMAs) are Kumasi, Ejisu, Kwadaso, Oforikrom and Atwima Nwabiagya South. 

 

The Project preparation and eventual implementation involve multiple stakeholders which include but not limited to the Ministries  of Local Government Decentralisation and Rural Development (MLGDRD),  Transport (MoT)  Roads and Highways (MRH), Department of Urban Roads (DUR), Ashanti Regional Coordinating Council (ARCC), Land Use and Spatial Planning Authority  (LUSPA) and Land Valuation Division (LVD) of Lands Commission (LVD-LC). The complex nature of the Project and its implementation by various entities calls for a stronger coordination among the stakeholders.  

 

Currently the three (3) Ministries i.e MLGDRD, MRH and MoT are spearheading the preparation of priority activities that will ensure readiness of the Project for appraisal by April 2025 with a planned board approval date in July 2025. To this effect, in response to the Governments’ request for the Project Preparation Advance (PPA), the Bank, in January 2023, has approved a PPA in the amount of US$6.0 million. In order to have a dedicated short term consultant expedite the preparation of the Project and ensure enhanced coordination among the entities and relevant stakeholders, the Ministry of Local Government, Decentralisation and Rural Development intends to initiate engagement of a Short Term Consultant/Expert as a Project Preparation Coordinator (PPC) to augment its project preparation team to deliver the Project within the stipulated period (ie July 2025).   

 

  1. PROJECT COMPONENTS 

The KUMAP is structured in five (5) interrelated components namely: 

Component 1 – Implementation of a Bus Rapid Transit (BRT) system: This component 

will support the implementation of a safe, resilient, green, and integrated mass transit system on selected corridors in the GKMA.  

Component 2 – Public transport industry transition supporting the development of mass transit: This component will support policy reforms and strategy development to modernize and professionalize the public transport industry.  

Component 3 - Enabling Transit Oriented Development: Support the implementation of urban development interventions along the BRT sphere of influence. 

Component 4 – Urban Development and Land Use Planning, Institutional Strengthening and Human Capital Development: This component will finance urban and land use planning and institutional strengthening and capacity building.  

Component 5 – Project Management, Monitoring and Evaluation: This component will provide technical assistance to the Project Implementation Unit (PIUs) to support project implementation, monitoring, and evaluation; and will finance; (i) Project management support through technical assistance to the PIUs in procurement, environment and social safeguards, social measures implementation, etc., and (ii) Project implementation, monitoring, and evaluation. 

 

  1. OBJECTIVES 

Under the general coordination of MLGDRD, MRH, MoT in collaboration with ARCC and by extension the target MMAs in the Ashanti Region, the Project Preparation Coordinator (PPC) shall ensure that all the priority activities in respect of the project preparation are well managed, coordinated, and delivered within cost and on time in accordance with the World Bank’s rules and regulations, and the PPA Agreement.  

 

  1. SCOPE OF THE ASSIGNMENT  

In consultation with the Focal Persons (ie Directors in the relevant Ministries and ARCC) for KUMAP the PPC is expected to undertake the underlisted activities in collaboration with the participating MMAs in the GKMA and other relevant stakeholders to deliver the corresponding outputs anticipated to lead to a successful preparation of the KUMAP. While KUMAP will be implemented in the Ashanti Region, the focus will be on five (5) Assemblies within Greater Kumasi through which the BRT routes traverses. These are Kumasi, Ejisu, Oforikrom, Kwadaso and Atwima Nwabiagya South Metropolitan and Municipal Assemblies.   

 

  1. SPECIFIC TASKS 

The PPC will be tasked to carry out the under-listed assignments geared towards implementation of priority activities that will ensure readiness (technically as well as Environment and Social requirements- ESF) of KUMAP for Board approval. They Include: 

  • Facilitate and coordinate administration of preparation arrangements among all stakeholders and the World Bank, serving as a nexus between parties and the point of contact;  

  • Facilitate the work of consultants procured to carry out activities by creating the necessary linkages with various stakeholders, including the three Ministries (MLGDRD, MRH and MoT and ARCC);  

  • With the support of the BRT expert, supervise, monitor and evaluate Consultants’ work performance from inception to completion, ensuring that they deliver as per Terms of References, and that they submit all reports according to the agreed schedules for submission as contained in their Terms of References. 

  • Lead in the preparation of workflows of consultants and other agencies in relation to KUMAP. 

  • Compile and consolidate Work Plans and Budget for the priority activities for Participating Ministries and Entities for onward submission to the World Bank. 

  • Coordinate the local activities for the preparation and design of operational plans for the KUMAP. 

  • Build materials on best practices across the globe to be adopted by national and local governments and transport operators in relation to the objectives set for KUMAP.  

  • Coordinate and build consensus on transport policy formulation. Support the preparation of guidelines and standards for transport governance. 

  • Assist in the gathering, analysis and review of information and documents on past, current, and planned projects or policies related to urban mobility in GKMA.   

  • Facilitate or organize periodic consultative meetings with MMAs, Departments or Agencies in Kumasi   

  • Prepare and submit monthly and quarterly reports on all facets of the project to all GOG stakeholders and the World Bank.  

  • Coordinate project procurement plans from Participating Ministries and report on overall procurement progress for the project on a quarterly basis and ensure that procurement activities for goods, works and services are completed without any delays. 

  • Facilitate the timely processing of disbursement requests/ applications to the Bank; 

  • Prepare quarterly reports, which should include comparisons between budgeted and actual expenditures, expected receipts against actual, and quarterly financial statements for management monitoring purposes. 

  • Support the strengthening of the institutional capacity and human capital at the GKMA level to manage and coordinate the project during implementation.  

  • The PPC shall recommend relevant training/capacity building for key stakeholders in transport management and urban development for government and other stakeholder organizations involved in KUMAP.  

 

 

  1.  QUALIFICATIONS/REQUIREMENTS OF THE PCC   

  • At least 10 years’ experience in project planning and management with significant responsibility. 

  • At least 5 years public sector experience in informal public transport operations is preferred. 

  • Familiarity with urban transportation or infrastructure development, law enforcement, road safety and proven stakeholder engagement experience will be an advantage. 

  • A minimum of a master’s degree in Civil Engineering, Transportation Planning or Urban Planning or other relevant field. 

  • Membership of a relevant Professional Body, is an added advantage 

  • Proficiency in English and Twi languages is required. 

 

  1. DURATION OF THE ASSIGNMENT  

The duration of the assignment is 16 months (from 1st May 2024 to 29th August, 2025). However, there would be quarterly performance review of the PCC by the MLGDRD.  

 

  1. KEY DELIVERABLES   

Monthly, quarterly and annual reports on the project preparation activities shall be submitted to MLGDRD, with a copy to the MoT, MRH/DUR and the World Bank.   

 

  1. REPORTING REQUIREMENTS  

  • The PPC will report to the Chief Director through the Focal Person (ie Director, Local Governance and Decentralisation) of MLGDRD,  

  • The assignment shall be carried out under the overall guidance of the Ministry of Local Government Decentralisation and Rural Development (MLGDRD).  KUMAP Focal Person at all steps, and in consultation with the MoT and MRH/DUR Focal Persons. The PPC will be required to closely engage and seek inputs from the MMAs, the relevant Ministries and Departments and ARCC.  

 

  1. LOGISTIC SUPPORT  

The PPC shall be supported with the following for the assignment: office space and furniture at the MLGDRD required for operational purposes, office tools and equipment, communication, and other logistics for document printing and reproduction. In addition, access to copies of all relevant reports and studies undertaken by entities concerned in relation to the components of the project.  

 

  1. SUPERVISION AND COORDINATION 

The PPC will undertake the assignment under the coordination and supervision of the Chief Director, MLGDRD through the Director, Local Governance and Decentralisation.   

 

  1. PERFORMANCE REVIEW  

The contract under which the PPC will be engaged is a performance-based contract. The performance will be reviewed on a quarterly basis by MLGDRD in collaboration with MRH, MoT and ARCC. The outcome of the review will determine the continuous engagement of the PPC or otherwise. 

 

  1.  EXPRESSION OF INTEREST  

The Ministry of Local Government, Decentralisation and Rural Development (MLGDRD) now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Consultants must provide information through Curriculum Vitae and other means, indicating their qualifications and relevant experience to perform the assignment. The selection will be carried out through open competition among shortlisted individual consultants. Interested Individual Consultants may obtain further information at the address below (2) and not later than Monday, March 18, 2024.
