1. BACKGROUND

Somalia - Horn of Africa Infrastructure Integration Project” (SHIIP) funded by the World Bank, is part of a larger program aimed at enhancing connectivity among the countries in Horn of Africa and access to seaports; facilitation of domestic and regional trade and economic integration, and road safety.  For this project, the Federal Government of Somalia Ministry of Public Works, Reconstruction and Housing (MoPWR&H) will prepare a spatially coordinated investment pipeline of economic corridor projects to strengthen the National Government’s management of the transport and trade sectors.

The Ministry of Public Works, Reconstruction and Housing is therefore looking for a dynamic, motivated, creative and an open-minded individual for the post of Environmental Specialist. The Ministry of Public Works, Reconstruction and Housing now invites eligible individual consultants to indicate their interest in providing the services.

2. DUTIES AND RESPONSIBILITIES

The main outputs of this consultancy service will include an Environmental Management System development, and Environmental and Social Management Framework in accordance with the ESF and national legislation, a Stakeholder Engagement Plan, Labour Management Procedures. The consultants will provide a draft version of th documents mentioned above. Following review and comments from the implementing entity MoPWRH and World Bank, the consultant will provide a final version may be instructed by Client. The consultants will work closely with World Bank focal points for environmental, Social and Gender aspects. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR).

3. SELECTION CRITERIA

The individual environmental specialist will be required for the assignment. The consultants will need to work with Social Specilaist to ensure that all environmental and social considerations are captured in the ESMS, ESMF and relevant instruments.

  1. The environment specialist should have an advanced degree (MSc and above) in Ecology, Biology, Environmental Sciences, Environmental Engineering, Natural Resource Management or any other relevant field.
  2. A minimum of 15 years of experience in environmental management including preparation of environmental risk management instruments such as Environmental and Social Impact Assessments (ESIAs), Environmental Health and Safety (EHS) audits, and Environmental and Social Management Plans (ESMPs).
  3. Experience with the World Bank funded projects is an added advantage Given that also the experience within the client’s country projects and workable is also necessary.
  4. The social development specialist should have  an advanced degree  (MA and above) in Sociology, Development Studies, social development or related disciplines and
  5. A minimum least 15 years of experience in social management including in preparation of environmental and social risk management instruments  such as ESIAs, Social Assessments, Indigenous People Plans, Stakeholder Engagement Plans, Resettlement Action Plans (RAPs), ESMPs etc.
  6. Experience with the World Bank funded project is an added advantage as well as experience in gender-based violence issues. Given that also the experience within the client’s country projects and workable is also necessary.
  7. Excellent command of Somali and English language (oral and written) is essential

4. DURATION AND LOCATION OF THE ASSIGNMENT

The work assignment, under this term of reference, involve full-time consultancy services for a period of four and half (4.5) years. An initial Contract will be issued for a period of one (1) year, and may be extended for a period of one (1) year and renewable annually subject to satisfactory performance of the retained Financial Management Specialist, budget availability and operational needs, as determined by the Bank.

The consultants will fully devote their time and work with the client staff to prepare the agreed draft deliverables of acceptable quality and then will be available to address comments from MoPWRH and the World Bank to finalize the documents.

5. REPORTING

The Envirnmental Specialist will report to the Project Coordinator and Deputy Project Coordinator.

6. SELECTION METHOD AND MODE OF APPLICATION

Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, academic and professional certificates, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s Procurement Policy, The MPWR&H is under no obligation to shortlist any consultant who expresses interest.

Interested consultants may obtain further information at the address below during office hours 08:30 – 16:00hours local time on Saturdays – Wednesdays, and 08:30 – 13:00 hours local time on Thursdays except on Public Holidays.

7. SUBMISSION REQUIREMENTS

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.


A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.


8. MODE OF SUBMISSION OF APPLICATION AND DEADLINE

Expressions of interest must be delivered by email to the address below by 05-06-2023 at 16:00 hours Local Time and mention “Expression of Interest For Environmental Safegurads  Specialist” include the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies color of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
