GOVERNMENT OF PAKISTAN MINISTRY OF INTERIOR NATIONAL DATABASE AND REGISTRATION AUTHORITY ISLAMABAD REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) Country: Pakistan Name of Project: Digital Economy Enhancement Project Credit No: 7514-PK Assignment Title: Public Key Infrastructure Expert Reference No.: PK-NADRA-473227-CS-INDV The Government of Pakistan has received financing from the International Development Association (IDA) toward the cost of Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds for consulting services, which shall be implemented by the National Database and Registration Authority (NADRA). The consulting services (“the Services”) include professional expertise of Public Key Infrastructure Expert at a monthly lump sum remuneration. National Database and Registration Authority (NADRA) being Project Implementing Unit (PIU) intends to hire services of Public Key Infrastructure Expert for DEEP that can assist the project management in relevant field. The consultant, as an expert in the field, will provide required services maintaining highest degree of integrity and ethical standards. The services of individual consultant shall be initially hired for a period of one year, extendable depending upon the requirement of the project and performance of the consultant. Interested Candidates should provide information demonstrating that they have the required qualifications and relevant experience to perform the expected Services. The short-listing criteria are: (i) Bachelors in Computer Science / Information Security or related field. (ii) At least 06 years of post-bachelor’s degree experience in PKIimplementation, operations, development or related endeavours. (iii) Experience with the design and implementation of PKI. (iv) Understanding of the security concepts typical to Cryptography and PKI (i.e. Root and Issuing CA’s, Certificate and Key management, HSM and smart cards). (v) Good knowledge of (m)TLS, S/MIME, FIDO and other Cryptography protocols. (vi) Good knowledge of NIST 1800-16, WebTrust and FIPS 140-3. (vii) Good knowledge of hardware key containers (HSM, smart card, TPM etc), knowledge of software-based secrets and key management system (HashiCorp Vault) will be a plus. (viii) Good knowledge of cryptographic libraries (OpenSSL, Bouncy Castle, MS CNG, pyca/cryptography) and ability to integrate on different technology stacks (Windows, Linux, C/C++, .Net, Java). The selected candidates will be required to present their original documents at the time of interview.
