Saint Vincent and the Grenadines has received financing from the World Bank toward the cost of the SVG Coastal and Marine Ecosystems Management Strengthening Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the Environmental Consultant, who is responsible for coordinating and managing the overall environmental aspects of each pilot site under Component 2 of the project, and for providing advice about the lessons learned relevant for delivering Components 1 & 3.
The Environmental Consultant will ensure that the Project (and especially the interventions/activities at the pilot sites) complies with the Project’s environmental and social standards and commitments, which include national environmental requirements and the WB ESF, including the following Environmental and Social Standards (ESSs).
The consultancy will be parttime which will require the consultant to work within the pilot sites. The contract duration would be two (2) years, then renewable based on performance. The consultant is expected to work at a maximum of ten (10) workdays per month.

The Economic Planning Division, within the Ministry of Finance, Economic Planning and Information Technology, now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Qualifications and Experience
• At least a Bachelor’s Degree in Environmental Science, Environmental Engineering, Environmental Studies, Environmental Management, Natural Resources Management, or any other related discipline.
• At least three (3) years of experience of integrating environmental issues and considerations into the design and implementation of projects, preferably in a Caribbean context.
• Strong technical skills in the identification of environmental, health and safety matters, the screening of environmental aspects and in communicating the implications for the development of project proposals.
• Technical expertise in the survey/sampling of baseline conditions and in the research and analysis of monitoring data for one or more of the following aspects: biodiversity; water quality; pollution prevention; marine/coastal systems.
• A good understanding of SVG environmental regulatory framework requirements, and of the Environmental and Social Framework of the World Bank (or of similar environmental and social requirements of other international development finance institutions) will be an advantage.
Experience in the preparation of ESMPs, ESIAs, and/or other environmental risk management instruments to deliver good project performance, such as those required by the World Bank.
• Experience in working with different stakeholders to lead discussions on environmental matters.
• Ability to work in teams and communicate effectively; and demonstrated resourcefulness and initiative
• Fluency in English with excellent oral and writing communication skills as well as report writing.
Please note that the selected candidate will be required to complete the World Bank’s online Environmental and Social Framework course.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017, August 2018, November 2020 and September 2023] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
