Assignment Title: Digital Skills Provider for Skill for Job Project in Addis Ababa, Desse and Hosaena cities

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Education and Skills for Employability (EASE) project funded by Word Bank and intends to apply part of the proceeds for training services.

 

The “Services” include provision of short-term (3-9 month) digital skills training to youth that will lead to employment. A Performance Based Payment Scheme (PBPS) will make payments to providers linked to enrollment, training, employment, and retention metrics of training participants. The purpose of this program is to place youth into employment by equipping them with relevant digital skills that close the gap between employer workforce needs and the skills of the current workforce. The project goals include aligning training programs with the real-time needs of employers and industries, acquiring valuable, sought-after skills, and providing a platform for career advancement to ultimately place youth into better job opportunities. Providers may introduce new training programs or expand offering of existing, successful training programs. They will be responsible for market assessment, training program development/adaptation, trainee selection, provision of high quality training, placement and monitoring of trainees.

The Ministry of Labor and Skills now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Please include your cost per trainee for the proposed digital skills training program. The shortlisting criteria are relevant experience, technical and managerial capability of the firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with fixed budget selection method set out in the procurement Regulations.
