Title:               Design Check and Works Supervision of the Reinforcement and Extension of the Bulk Water Supply System, the Water Distribution Network and Household Connections at the East Side of Menongue city

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds to finance the Design check and works supervision services of the water supply interventions in Menongue City.

The Ministry of Energy and Water, through the Project Coordination Unit, intends to hire the services of a qualified consultant specialized in water supply and hydraulic systems, to review the executive projects, to supervise the construction works of the water supply systems that are being rehabilitated, expanded and built as part of the implementation of RECLIMA project, as well as manage the overall associated contracts, including the Contractor’s Contract, Resettlement Consultant Contract, and grant smooth coordination with ESIA Consultant, Demining Entity, as well local stakeholders.

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant shall be a reputable Civil Engineering Consultancy firm with core business public water supply engineering. The Consultant should be fully conversant with World Bank procurement documents and construction of projects in developing countries. The Consultant shall be a reputable Civil Engineering Consultancy firm with the following qualifications:

  1. At least 10 years´ experience in water engineering (10 years’ experience in Water Supply Design Projects, including at least two projects dedicated to bulk water supply systems + 10 years’ experience in Water Supply Projects Works Supervision including at least two projects dedicated to bulk water supply systems);
  2. At least 10 years´ experience in water engineering (10 years’ experience in Water Supply Design Projects, including at least two projects dedicated to water distribution networks and 1 project dedicated to bulk water supply systems + 10 years’ experience in Water Supply Projects Works Supervision including at least two projects dedicated to water distribution networks);
  3. Demonstrated experience in carrying out similar assignments (experience in public bulk water supply systems and distribution networks);
  4. Demonstrated experience in carrying out similar assignments (experience in water distribution networks, implemented in similar field conditions peri-urban areas of developing countries– applies mainly to supervision );
  5. Pool of experienced field managers, designers, supervisors as well as backstop office staff to provide project management support to the field staff.
  6. The consultant has carried out 3 similar, internationally financed projects,
  7. Experience with World Bank procurement documents;
  8. Experience with FIDIC Conditions of Contract;
  9. Experience in construction projects in sub-Saharan developing countries;
  10. Experience in Environmental and Social Management Frameworks and Resettlement Policy Frameworks – ESMF/RPF, specifically with ESMP and HSP;
  11. Existence of a certified quality management system.

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
