Assignment Title: Individual Consultancy for Development of the Marine Plastics Resource Mobilization Strategy

The Association of Southeast Asian Nations (ASEAN) has received financing from the World Bank toward the cost of the Southeast Asia Regional Program on Combating Marine Plastics (SEA-MaP) and intends to apply part of the proceeds for consulting services to Development of the Marine Plastics Resource Mobilization Strategy.

The objective of this consultancy is to develop the Marine Plastics Resource Mobilization Strategy (“The Strategy”) that encompasses the objectives and produces the desired outputs outlined in Section 5.1.1 of the RAP. The Strategy will be utilized by the relevant bodies/officers responsible for its implementation.

The consulting services (“the Services”) include:

  • Preparation of inception report
  • Stocktaking and needs assessment exercise
  • Development of ASEAN Marine Plastics Resource Mobilization Strategy (Strategy)
  • Development of dissemination and outreach materials
  • Organization of stakeholder consultations

The approximate duration of the assignment is expected to be completed up to 9 months from the date of the contract signing. However, this timeline is an estimate and may be subject to adjustments.

The SEA-MaP Project Management Unit (PMU) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide the following application package:

  • Cover letter
  • Detailed Curriculum Vitae
  • Brief statement outlining your understanding of the scope of work (max 1500 words)
  • Proposal stipulating all-inclusive fees, including lump sum travel and subsistence costs, as applicable
  • Minimum of one example of similar piece of work

 

Only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

  • An advanced degree in social sciences (communication, media, journalism), public relations or business administration (finance, economics), or related field.
  • A minimum 8 years of proven work experience in resource mobilization, fundraising, partnerships management, donor proposals writing and funding strategy development.
  • Experience in the field of marine plastics and/or environmental and sustainability projects for organizations, highly preferably in ASEAN.
  • Advanced understanding of the ASEAN context and donor landscape focused on marine plastics/environmental sustainability is strongly preferred.
  • Demonstrated experience in mobilizing resources in environmental/sustainability projects for regional/international organizations in ASEAN is strongly preferred.
  • Excellent understanding of the Southeast Asian context and donor landscape. 
  • Demonstrated skill in both conceptual and practical analysis of complex issues and in producing clear arguments and constructive recommendations for future actions.
  • Excellent written and verbal communication skills in English.
  • Experience in managing budgets, timelines, and big data.
  • Demonstrated the experience working multicultural context and the ability to work collaboratively with various stakeholders.
  • Proven ability to work both independently and part of a team.

 

The attention of the interested Consultants is drawn to the Section III, Para 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016 and updated in September 2023”, setting forth the World Bank’s policy on conflict of interest.  

The consultant will be selected in accordance with the Open Competitive Selection method set out in the Procurement Regulations for Borrowers under Investment Project Financing (IPF) dated July 1, 2016, revised November 2017 and August 2018 and November 2020 and September 2023 (Fifth Edition).
