The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Initiative: Regional Economic Corridor Project (Addis – Djibouti Corridor), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include furnishing complete engineering services in all respect of monitoring and supervision of the design and construction works of these expressway projects including the intelligent transportation system (ITS) components which are to be implemented under the Design and Build form of contract delivery system, including all field and office work in strict accordance with the highest standards of the civil engineering profession and with proper interpretation of the duties and responsibilities of the Engineer so that the projects are delivered in high quality, at budget and on time and achieve user’s satisfaction and the Bank’s standards. The envisaged Consultancy Services is expected to commence in August 2024; and will be conducted over a period of 60 months which includes 48 months of Design & Construction period and additional 12 months for the Defects Liability Period. Furthermore, the service contract entails the deployment of several key and support staffs to the project site.

The Ethiopian Roads Administration (ERA), acting as an implementation agency on behalf of the Federal Democratic Republic of Ethiopia, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage. The following criteria will be used to assess the Expression of Interest documents:
- Company Establishment [regarding its Areas of Expertise, Core Business and Year in the Business]
- Technical and Managerial Organization of the firm
- Number and diversity of permanent personnel related to the service, Highway, Pavement/Material, Bridge/Structural, Geotechnical, Road Safety & Hydraulic Engineers; Surveyors, Contract/Claims Expert, Sociologist, Environmentalist, Systems/Network Engineer, Electrical Engineer, etc.
- Experience: completed service projects on designing and/or monitoring and/or supervising of expressways and other roads, technical assistance and/or capacity building and other services on highway infrastructures, etc., in the last ten years.
- Familiarity, knowledge and experience in the region (in Ethiopia and other Sub Saharan Countries) is an advantage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.

Note: ERA has concurrently published a REOI notice for Monitoring and Supervision of Lot 2 of this Expressway; hence, applicants interested to participate on both Lots are required to submit only one EOI document enclosing an application letter for both Lots.
