- The Government of the Republic of Angola (GoA) (hereinafter called” Borrower”) has obtained financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) and French Agency of Development (AFD) in the form of a “loan” (hereinafter called “loan” toward the cost of the project Climate resilience and Water Security in Angola (RECLIMA) and intends to apply part of the proceeds toward payments for goods, works and services to be procured under this project.
- The project will include the following components:
Component 1: Strengthening Water Services for Water Security in Urban and Rural Areas
This component will focus on strengthening WSS service provision in urban and rural areas of selected provinces, including rehabilitation and expansion of water supply services in urban and peri-urban areas, maintenance and repairs of rural water supply systems and Technical Assistance to ensure investment sustainability in both urban and rural contexts. Furthermore, activities under this component will link WSS in the urban and rural contexts with WRM at the basin and municipal scales, including drought preparedness and contingency plans at the provincial and the municipal levels.
Component 2: Strengthening WRM for Climate Resilience.
This component will build resilience to climate variability and will support selected provinces and their municipalities with water resources development investments to increase reliable access to water resources, and support selected agencies with the strengthening of the institutional and operational framework for WRM.
Component 3. Project Management
This component will support the Project’s Financial and Contract Management Unit (FCMU-World Bank/AFD) to implement and coordinate the Project.
Component 4. Contingent Emergency Response Component- (CERC)
This component will provide immediate response to situations of urgent need of assistance and capacity constraints allowing for a rapid reallocation of the loan’s uncommitted funds in the event of an eligible emergency as defined in OP 8.00.
3. The main procurement packages are expected to include:
- Goods:
- Package 1: Supply and installation of equipment and materials to support the TA
- Package 2: Operational establishment of GABHIC in provincial centres and associated departments
- Package 3: Operational establishment of IRSEA in regional offices
- Package 4: Supply and installation of two sets of 2 pumps for raw water and treated water in the City of Menongue.
- Package 5: Refurbishing and office equipment, furniture, logistics, transport, spare parts for provincial Water Utilities
- Package 6: Refurbishing, office equipment, furniture, logistics and transport for RECLIMA office in Lubango
- Works:
- Package 1: Design and Construction contracts for the design and construction of water storage tanks, distribution centres, treatment facilities, transmission mains, supply networks and household connections in the provinces of Benguela, Zaire, Cunene, Huila, Cuando Cubango and Namibe.
- Package 2: Operational establishment of GABHIC in provincial centres and associated departments.
- Package 3: Operational establishment of IRSEA in regional offices
- Package 4: Rehabilitation and expansion of water supply services in urban and peri urban areas
- Package 5: Community-level infrastructure investments to increase reliable access to water resources.
- Package 6: Construction of a set of small sandy dams for water storage in rural areas.
- Package 7: Reconstruction of Sendi Dam, in Quipungo, that collapsed.
- Intellectual services:
- Package 1: Contracts for Technical Assistance (TA) to GABHIC, Provincial Water Utilities and Technical Assistance to support provincial and municipal teams
- Package 2: Consulting contracts for sanitation master plans, river basin plans, municipal water plans, feasibility studies, develop curricula, beneficiary assessment, development of flood and preparedness plans, cadaster development, education campaign design, strategic and hydrological studies, audits, etc.
- Package 3: Contracts for design checking and works supervision of construction of water storage tanks, distribution centers, treatment facilities, transmission mains, supply networks and household connections in the provinces of Benguela, Zaire, Cunene, Huila, Cuando Cubango and Namibe
- Package 4: Contracts for collaborations and grants for applied research with universities
- Package 5: Contracts for project management and FCMU support
- Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
- Specific Procurement Notices (SPN) for contracts subject to international competitive procurement will be announced as they become available, in UN Development Business online, on the World Bank’s external website, in AFD Dgmarket and in the Jornal de Angola.
- Prequalification/Initial Selection of contractors will be required for the following contracts:
- Design and Construction of the Water Distribution Network and Household Connections in Menongue city
- Design and Construction of the Reinforcement and Extension the Bulk Water Supply System in Menongue city
- Design and emergency rehabilitation of the Luongo treatment plant to ensuring its functioning with nominal capacity, city of Benguela.
- Design and Construction of the Reinforcement and Extension the Bulk Water Supply System in M’Banza Congo.
- Design and Construction of the Water Distribution Network and Household Connections in in M’Banza Congo.
- Design and construction of the extension of the transmission main in Benguela and served peri urban areas.
- Design and construction of water supply networks and household connections in urban and peri-urban areas in the city of Nzeto
- Design and construction of water supply networks and household connections in urban and peri-urban areas in the city of Soyu
- Sendi Dam design and reconstruction contract
- Design and construction of construction of an integrated bulk water supply system and treatment plant for Porto Amboim and Sumbe
- Design and construction of construction of a water treatment plant for Gabela
- Design and construction of distribution network and new household connections for Porto Amboim
- Design and construction of a distribution network and household connections for Gabela
