TRANSPOT SYSTEMS IMPROVEMENT PROJECT (TRANSIP)

The Federal Government of Ethiopia has received financing from the World Bank toward the cost of the Transport Systems Improvement Project (TRANSIP), and intends to apply part of the proceeds for consulting services.

 

I. ASSIGNMENT TITLE: DRIVING LICENSE (DL) BUSINESS EXPERT

REF #: ET-FTA-292504-CS-INDV

 

    1. The consulting services (“the Services”) include:

 

  • Define the product vision, strategy, and roadmap;
  • Gather, manage, and prioritize market/customer requirements;
  • Act as the stakeholder advocate articulating the user’s need;
  • Specifically look at the Driving License System requirements to refine the existing requirements/user stories/product features that must be built in the DL system;
  • Own the development and delivery of All functional and non-functional requirements(Business and Technical);
  • Work with stakeholders through workshops, site visits, face-to-face discussion to refine requirements and work with Product Owners/ Technology Experts to ensure that the product is developed in a way which is meeting the expectations of the stakeholders;
  • Take the existing requirements/user stories, and refine them by adding, changing, ordeleting them, as well as describing them in more details;
  • Lead the external system integration discussions with other stakeholders;
  • Develop the product roadmap by prioritizing the features in order of priority, such as must-have, should-have, could-have and will-not-have (Moscow);
  • Own the business outcome i.e., to have a holistic set of requirements, agreed by the business. This will also inform both therelease and rollout strategies, as well as the test strategy and business readinessstrategy: and,
  • Define which business functionality will be rolled out and released in what order of dependency. Work closely with the Programme Management team from a Cost of Functionality delivered point of view. (i.e., Some items may incur too much cost and may be descoped initially or even completely.)
  • Perform other duties as directed by supervisors / a designated TTMS Business Team Leader/ Projects Technical Lead

 

  1. Background, Experience and/or Education
  • 10 Years of professional experience for BA/B.Sc. and 8 years for M.Sc./MBA in Computer Engineering, Business, or related field from recognized university;
  • 6 yearsof practical experience in leading a product development, as well as its successful implementation;
  • Business/Domain expertisein specialty field: Expert in the Driving License Domain and its related domains like Driver Training Institute etc is a plus,
  • Leadership skill in specialty fields: Expert in leading the overall Driving License System from its development to its successful implementation is a plus;
  • Excellent communication skills and practical experience in designing and implementing technology projects;
  • Excellent command of English, both written and spoken;
  • Excellent skill in writing user stories and reports;
  • Good inter-personal skills;
  • Knowledge of Agile Framework such as SAFe, Scrum, and Kanban;
  • Knowledge of Business process modelling and notation is a plus;
  • Experience in Agile Product Management is a plus; and,
  • Certifications such as Agile Certified Product Manager/Product Owner from AIPMM, Certified Digital Product Manager from AIPMM is a plus.

 

  1. Working condition

The Expert will be stationed at the premises of the MoTL but should be ready to travel to various regional sites throughout the country as needed.  

 

4. Period of Performance

The duration of the service under this TOR is for 12 months (one year) and full-time with a possibility of extending the contact based on performance and importance of extension.

 

5.   Reporting

The Expert will directly report to a designated TTMS Business Team Lead or Technical Projects Lead, and work in collaboration with the rest of the team and team members of the PIU. 

 

II. ASSIGNMENT TITLE: SOFTWARE EXPERT

1. The consulting services (“the Services”) include:

  • Take lead in all the TTMS Software implementation;
  • Proactively research and advise and recommend on all project related technical issues, challenges and risks related to Software;
  • Develop skills and knowledge required to perform all duties required for the TTMS software Implementation;
  • Provide timely reviews and recommendations on technical work products and deliverables;
  • Involve in the Development of User Acceptance Test (UAT) plan and support the UAT execution plan and submit a report, especially on all software related items;
  •  Ensure that all software items (BoQ and installations) are according to TTMS specification
  • Work closely with the DSF (Design & Supervision Firm)/SI (System Integrator), task their work, and assure that it is well coordinated with all stakeholders;
  • Ensure that TTMS’s software components are implemented according to specification, design, plan, and scope;
  • Work closely and transfer knowledge to all software team members;
  • Responsible for managing software team members;
  • Participate in meetings and workshops as required;
  • Work with all IT and Business team personnel in the TRANSIP to execute the project according to design and requirements;
  • Coordinate with the IT Projects Lead to conduct audit and certification of the IT system;
  • Track progress, ensures the timeliness, cost and quality of all activities performed properly under the project;
  • Prepare technical comments to the SI and consolidate comments and input from MoTL and other involved stakeholders;
  • Prepare and submit weekly/ monthly reports; and,
  • Perform other project and/or entity related Software implementation management activities as directed by PM/IT Project Lead.

 

2. Background, Experience and/or Education

  • Defines the product vision, strategy, and roadmap;
  • Gather, manage, and prioritize market/customer requirements;
  • Act as the stakeholder advocate articulating the user’s need;
  • Specifically look at the Accident & Penalty ManagementSystem requirements to refine the existing requirements/user stories/product features that must be built in the AM &PMsystem.
  • Own the development and delivery of All functional and non-functional Requirements(Business and Technical);
  • Work with stakeholders through workshops, site visits, face-to-face discussion to refine requirements and work with Product Owners/ Technology Experts to ensure that the product is developed in a way which is meeting the expectations of the stakeholders;

IV. ASSIGNMENT TITLE: IT INFRASTRUCTURE AND SECURITY EXPERT

1. The consulting services (“the Services”) include:

  • Take lead in all the TTMS IT Infrastructure and Security implementation;
  • Proactively research and advise and recommend on all project related technical issues, challenges and risks related to IT Infrastructure and Security;
  • Develop skills and knowledge required to perform all duties required for the TTMS IT infrastructure and Security Implementation;
  • Provide timely reviews and recommendations on technical work products and deliverables;
  • Involve in the Development of User Acceptance Test (UAT) plan and support the UAT execution plan and submit a report, especially on all IT infrastructure and Security related items;
  • Ensure that all hardware and software items(BoQ and installations) are according to TTMS design specification;
  • Work closely with the DSF (Design & Supervision Firm)/SI (System Integrator), task their work and assure that it is well coordinated with all stakeholders;
  • Ensure that TTMS’s IT infrastructure and Security is implemented according to specification, design,plan,and scope;
  • Work closely and transfer knowledge to all IT Infrastructure and security team members
  • Responsible for managing IT Infrastructure and security team members;
  • Responsible for establishing strong partnerships with vendors (hardware, software, telecom, power, etc.) to set clear expectations. This includes, negotiating access agreements, establishing service level agreements (SLAs), ensuring contracts are in place to support the services provided by the infrastructure team
  • Participate in meetings and workshops as required;
  • Work with all IT and Business team personnel in the TRANSIP  to execute the project according to design and requirements;
  • Coordinate with the IT Projects Lead to conduct audit and certification of the IT system;
  • Track progress, ensures the timeliness, cost and quality of all activities performed properly under the project;
  • Prepare technical comments to the SI and consolidate comments and input from MoTL and other involved stakeholders;
  • Prepare and submit weekly/ monthly reports; and,
  • Perform other project and/or entity related IT Infrastructure and securityimplementation management activities as directed by PM/IT Project Lead.
  • Perform other duties as directed by supervisors / a designated TTMS Business Team Leader/ Projects Technical Lead

 

2. Background, Experience and/or Education

  • Minimum university degree in Computer science, Information technology/systems, or related;
  • 12 years of professional experience for BSc and 10 years for MSc in the IT Industry; from which 8+ years with previous IT infrastructure and Security implementation experience;
  • Industry standard certifications in   networking, compute, storage, system security, and cloud technologies, DevOps will be a plus;
  • Independently Carried out Network and Security expert duties at least in 1 national level IT projects or large enterprise benefiting multi-stakeholders;
  • Ability to reviewSI’s infrastructure/security requirement survey, architecture designing, modeling, coding, implementation, and testing documents online/offline;
  • Proven track record in design, implementation, management & administration of Data Center and End user computing device and software assets;
  • Proven track record in IT infrastructure and security design and implementation;
  • Proven track record in conducting security Audit and penetration testing based on the Security Audit Standards of ISO Compliance and PCI DSS Compliance;
  • Proven track record in documenting, maintaining and executing security, backup, and recovery procedures of systems; and,
  • Proven track record in developing operational manuals, guidelines and policies.
  • Perform other duties as directed by supervisors / a designated TTMS Business Team Leader/ Projects Technical Lead

  • Specifically look at the Operator RegistrationSystem requirements to refine the existing requirements/user stories/product features that must be built in the ORsystem;
  • Own the development and delivery of All functional and non-functional Requirements(Business and Technical);
  • Work with stakeholders through workshops, site visits, face-to-face discussion to refine requirements and work with Product Owners/ Technology Experts to ensure that the product is developed in a way which is meeting the expectations of the stakeholders;

  • Specifically look at the Vehicle RegistrationSystem requirements to refine the existing requirements/user stories/product features that must be built in the VRsystem;
  • Own the development and delivery of All functional and non-functional Requirements(Business and Technical);
  • Work with stakeholders through workshops, site visits, face-to-face discussion to refine requirements and work with Product Owners/ Technology Experts to ensure that the product is developed in a way which is meeting the expectations of the stakeholders;

The Ministry of Transport & Logistics/ TRANSIP now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

And also required to submit as part of an expression of interest, a one page summary of their understanding of the TRANSIP Component C: Sub-Component 1 to 3. Project Appraisal Document (PAD) of TRANSIP, can be accessed at The World Bank website.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

An individual consultant will be selected in accordance with the individual consultant selection method set out in the Consultant Guidelines.

Salary for all positions shall be as per the the salary scale of the Ministry of Finance issued for programs /Projects implemented by the financial support of Developmemt Partners issued in July 2021
