1. The Ethiopian Roads Administration has received a credit from the International Development Association toward the cost of Ethiopia Expressway Development Support Project, and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: Procurement of relevant field Intelligent Transportation Systems (ITS) on the Modjo - Hawassa Highway, Lot 1: Modjo - Meki – Zeway
2. The Ethiopian Roads Administration serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply , installation, training, commissioning, integration, and maintenance support of the ITS & Toll Collection systems, and their Power supply and Communication infrastructures of the Modjo-Hawassa Highway, Lot 1: Modjo - Meki – Zeway
3. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January 2011 (revised July, 2014) for ITB Clause 1.3)], and is open to all Bidders eligible as defined in these Guidelines,5 that meet the following minimum qualification criteria:

4. Interested eligible Bidders may obtain further information from Ethiopian Roads Administration and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 a.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, and from 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday. A pre-bid meeting which potential bidders may attend will be held on Auguest 29, 2022.
5. A complete set of bidding documents in English, a hard copy set of the bidding documents may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 1,000.00 (Ethiopian Birr: One Thousand Only) or in in USD 50.00 (US Dollar: Fifty Only). The method of payment will be in cash or direct deposit to ERA’s account in the Commercial Bank of Ethiopia - Senga tera Branch, Account No. 01715-33144600–Swift Code - CBETETAA. The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery.

6. Bids must be delivered to the address below at or before September 22, 2022. Bids need to be secured by a bid security. The amount of Bid Security required is USD 100,000.00 (US Dollar: One Hundred Thousand Only or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 2:30 PM, September 22, 2022.
7. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
