Assignment Title: Consultancy Service for Environmental and Social Impact Assessment (ESIA) of South Akaki Sub-Catchment WWTPs and Sewer Lines Project in Addis Ababa

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project and intends to apply part of the proceeds for consulting services.

 

1. Description of Project Area: The Akaki sewerage catchment is located in the South-West side of Addis Ababa. The total area of the catchment is approximately 9,690 Ha and comprises part of Bole area and the whole of Bole-Bulbula development area on the North-East direction with an elevation ranging between 2,320m and 2,170m, decreasing towards the South. The North-West part of the catchment includes part of Mekanisa and Lafto area with a maximum elevation of 2245m decreasing towards the South while including Kality industrial and sub-center development areas.

 

2. Duration of the Assignment: The consulting service intended duration is for 6 months (including the approval process by the WB and Environmental Protection Authority).

3. Objective of the Assignment

The general objective of the service is to conduct an environmental and social impacts assessment of the project in accordance with the applicable Ethiopian environmental laws and regulations, the World Bank Safeguard Policies as well as international good practices and thereby to identify the positive and negative impacts of the project during preconstruction, mobilization, implementation, operation and decommissioning phases and developing Environmental and Social Management and Monitoring Plans and to ensure the project will be environmentally  sustainable and socially acceptable.

 4. Scope of Services and Estimated Person/Month Input

The ESIA study shall cover the areas which will be affected by the proposed project infrastructure, including but not limited to the treatment plants; sewer lines (trunk, primary, secondary and tertiary) necessary access roads among others.  In addition, the ESIA will have to consider the impact that might cause ancillary areas needed for the project such as the quarry production area, dumping sites for soil and debris, camp areas, storage areas, etc., and the impacts that might be caused in the proposed area and hosting community. The ESIA should address these impacts in detail.

  1. Selection Criteria of Consulting Firms

The Addis Ababa Water Supply and Sewerage  Authority (AAWSA), Water and Sanitation Infrastructures Development Division Office now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:-Core business and years in business, qualification, and experience in the field of assignment, organizational and managerial capabilities of the firm, and general qualification and number of key staff but not individual experts’ bio data.

The consulting firms should have certificate of competency from Environmental Protection Authority. 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest for consulting services.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as is set out in the Consultant Guidelines. Foreign firms shall have local partner (which has ESIA certificate from concerned organization) in the form of association or joint venture unless and otherwise it cannot be eligible as per the Environmental Protection Authority of the Country requirements
