1.      The Government of India has received financing from the World Bank toward the cost of the Assam Inland Water Transport Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of 418 units Marine Engines, Reversible Gearbox & Propulsion system for wooden boats plying within Assam .

2.      The Assam Inland Water Transport Development Society  now invites Bids from eligible Bidders for supply, installation of Marine Engines, Reversible Gearbox from any member of IACS and IS/BIS approved Propulsion system and other standard accessories for 418 of ‘Wooden Boats’ under the Jibondinga scheme. Tentative locations are Barpeta, Bongaigaon, Darrang, Dhubri, Goalpara, Dibrugarh, Jorhat, Guwahati, Lakhimpur, Marigaon, Nagaon, Nalbari, Golaghat, Sivsagar, Majuli, Tinsukia. Delivery period stipulated under the contracts is 45 days from the date of singing of the contracts.

3.     Bidders may Bid for one or several contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid

4.      Bidding will be conducted through national open competitive procurement procedure agreed with the World Bank, and is open to all eligible bidders as defined in the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, Revised November 2017, July 2018 and November 2020 (“Procurement Regulations”). In addition, please refer to paragraphs 3.14 and 3.15 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.

5.      The bidding document is available online on www.assamtenders.gov.in /  www.iwtdirectorate.assam.gov.in. / www.aiwtdsociety.in.  Bidders will be required to register on the www.assamtenders.gov.in, which is free of cost.The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

6.      For online submission of the bids, the bidder is required to have Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities, authorized by Government of India for issuing DSC. Bidders can see the list of licensed CA’s from the link (www.cca.gov.in). Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: www.assamtenders.gov.in .

7.      Bids must be submitted online on www.assamtenders.gov.in on or before the deadline for submission of bids, and the ‘Technical Part’ of bids will be opened online at the specified time and date for opening of bids, as given above. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids.

8.      All Bids must be accompanied by a bid securing declaration as per form provided in Annexure –A -Bid Securing Declaration in the RFB.

9.      The Bidders are required to submit (a) Original Power of Attorney to Sign the Bid (b) Original Bid Securing Declaration as per the format to the Office of the Assam Inland Water Transport Development Society, (AIWTDS), Near Ulubari Flyover, GUWAHATI – 781007, Assam (hereinafter referred as “the Employer”) before the bid submission deadline, either by registered post/speed post/courier or by hand.

10.   A virtual pre-bid meeting will be held on 25/05/2022 at 11:30 Hour at the office of Assam Inland Water Transport Development Society, (AIWTDS), Near Ulubari Flyover, GUWAHATI – 781007, Assam to clarify the issues and to answer questions on any matter that may be raised at that stage. Bidders are advised to download the Bidding Document prior to the pre-bid meeting in order for the Bidders to have a good understanding of the goods to be supplied and scope of related service under this contract for discussion and clarification at the pre-bid meeting. Bid Documents shall be available on https://assamtenders.gov.in , AIWTD Society website https://www.aiwtdsociety.in and Directorate of Inland Water Transport website  https://iwtdirectorate.assam.gov.in/. The interested bidders who wish to participate in the pre-bid may send the name & email ids of authorized representatives to this office email id : dir.iwtds-as@gov.in on or before 24/05/2022 by 1600 Hrs. The participants who wish to attend the virtual pre-bid meeting shall submit their queries (if any) before 24/05/2022.

11.    Other details can be seen in the bidding document. The Purchaser shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Purchaser shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
