- The Ahmedabad Municipal Corporation through Government of Gujarat has applied for financing from the World Bank toward the cost of the Gujarat Resilient Cities Program (GRCP) and intends to apply part of the proceeds for consulting services titled “Hiring of Program Management Consultant (PMC)” for GRCP.
- The key objective of the program (GRCP) is to develop resilient and sustainable urban service delivery and financial systems in Ahmedabad. To improve resilience and sustainability of priority urban services, the project will focus on supporting the AMC to address the key institutional, financial and service delivery constraints. The three main components include: (i) Component 1: Strengthening AMC’s financial systems and performance, (ii) Component 2: Improving urban service in Ahmedabad, and (iii) Component 3: Developing institutional systems and capacities.
- Broadly, the scope of the consulting services (“the Services”) includes providing overall program management and technical support for the implementation of Gujarat Resilient Cities Program (GRCP). The PMC is expected to provide support to AMC in (a) overall program management, (b) technical assistance, capacity building, training, and handholding, (c) design review and implementation supervision of infrastructure investments and service delivery systems under component 2, (d) contract management and (e) monitoring, coordinating and supervising activities under component 1 and 3. The Consultant will support the client for an initial period of 3 years. The contract may be extended for another 2 years based on the satisfactory performance during the initial period.
- Ahmedabad Municipal Corporation, Government of Gujarat now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Have been in business for at least last ten (10) years (i.e., 2011-21)
b) Have proven experience of successfully completing at least 2 similar PMC assignments in India/South Asia/ International in the last 10 years (i.e., 2011-21), preferably funded by Multilateral Development Institutions (like World Bank, ADB etc.) and submit relevant supporting documents as proof.
c) Have proven experience of successfully completing at least 1 assignment related to planning and designing and at least 1 assignment related to construction and supervision in integrated Municipal wastewater management and storm-water management projects for cities in India/South Asia/ International in the last 10 years (i.e., 2011-2021) and submit relevant supporting documents as proof.
d) Have proven experience of successfully completing at least 1 assignment related to urban institutional, policy & governance reforms implementation and/or capacity building and/or own source revenue and/or financial management reforms and/or service delivery reforms in ULBs for core urban services in India/South Asia/ International in the last 10 years (i.e., 2011-2021) and submit relevant supporting documents as proof.
e) Have an average annual turnover of INR 15 Crores (equivalent USD 2.054 Million) in the last 3 financial years (i.e., 2020-2021,2019-20 and 2018-19).
f) Have technical and managerial capability to undertake the assignment. Key Experts will not be evaluated at the shortlisting stage.
5. The lists of documents to be submitted along with EOI are (Expression of Interest shall not be more than total 60 pages):
a) Name, address, e-mail, telephone along with a note on the Ownership and organizational structure & core business area of the consulting firm.
b) Document (s) to demonstrate that the firm is in the business for the last 10 years
c) Document (s) relating to details of assignments (4(b) to 4(d)) executed during the last 10 years (i.e., 2011-21) supported by completion or acceptance certificate(s) or any other proof of completion as agreed by AMC.
d) Certificate from the statutory auditors/Chartered Accountant stating the year wise annual turnover during each of the last 3 financial years (i.e., 2020-2021,2019-20 and 2018-19); If audited financial figures not available for the year 2020-21, the same for the year 2017-18 shall be submitted
e) A short write-up on technical and managerial capability of the firm (key personnel would not be evaluated at this stage and hence CVs shall not be submitted).
6 The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, Revised July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The nature of association i.e., whether JV or Sub-Consultant, must be clearly mentioned in the Expression of Interest..
8 A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
