The Republic of Fiji has received financing in the amount of US$ 7,352,380 equivalent from the World Bank toward the cost of the FIJI COVID-19 EMERGENCY RESPONSE PROJECT and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components:
Component 1:
Emergency COVID-19 Response aims to strengthen Fiji’s capacity to respond to COVID-19. This component will provide immediate support to implement prevention, preparedness, and emergency response activities for COVID-19. Financing will cover laboratory equipment supplies and consumables (such as biosafety cabinets, GeneXpert cartridges, analyzers and swabs); personal protective equipment and essential medical equipment for case treatment; and activities related to enhancing telecommunications connectivity with 35 health facilities.
Component 2:
Health System Strengthening focuses on enhancing health care waste management, training health care workers on this aspect. Financing will cover installation of a medical waste incinerator at the Naboro landfill site and construction of a warehouse to supplement storage facilities at the Fiji Pharmaceutical and Biomedical Services center in Suva. Consultants to assist in preparation of a pandemic preparedness plan.
Component 3:
Implementation Management, Monitoring and Evaluation provides technical and operational assistance on project management such as support for monitoring and evaluation, supervision and reporting, financial management, procurement and environmental and social risk mitigation activities. Support will be provided for recruitment of a project manager, environmental and social safeguards experts and other personnel as may be required in areas such as procurement, financial management, and monitoring and evaluation.
Procurement by the Republic of Fiji will be carried out by the Ministry of Health and Medical Services and contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
