  1. Background

 

The Government of Rwanda is implementing comprehensive reforms in the country's power sector through corporatization of the sector entities. This hasincluded the creation of a holding group (the Rwanda Energy Group; REG) and two affiliate subsidiary companies: the Energy Utility Corporation Ltd (EUCL) and the Energy Development Corporation Limited (EDCL). The EUCL is the trading arm of the group delivering electricity supply services to the public/endusers whilst also buying bulk from IPPs and other producers. On the other hand, the EDCL's key mandate is to spearhead new project development to increase generation, transmission capacity and access projects. These new corporate entities now critically need to propagate adequate and reliable systems based on modern information management platforms and infrastructure and reliable energy supply network so as to effectively contribute to the strategic goals of the country.

 

In order to consolidate the gains made in the last couple of years, GoR has applied for World Bank funding for the Rwanda Electricity Sector Strengthening Project (RESSP) whose main focus will be ; Institutional capacity strengthening with an emphasis on the development and installation of Business Improvement systems and the requisite technical capacity to operate sustainably; Increased access to electricity services with emphasis on the strengthening of the Kigali city network and increasing access to new load centers and technical assistance and project implementation support.

 

The effective coordination and management of this project is critical to the realization of the intended goals in the time and budget allocated. The EUCL is executing an implementation agreement for this project and thus will have the institutional responsibility for its implementation. Therefore the company intends to apply part of the proceeds towards payment for the services of a Project Manager who will work as part of the coordination and execution machinery of supporting the Managing Director EUCL in ensuring that the project activities are progressing as planned and realizing the intended objectives.

 

  1. Objective of the assignment/Consultancy

The overall objective of the assignment of the Project Manager will include coordinating will be to coordinate project activities with the Project Counterparts and service providers of the various project components, strategic and reform advisory services to the REG Management on the ongoing institutional reform process geared to developing efficient and transparent institutional systems and procedures; and financial sustainability ofthe utility and development functions.

 

  1. Qualification and experience of the consultant

The following qualifications and experience will be required:

  • A Master's degree in Engineering, Economics, Business Administration, Finance or closely related fields with at least eight years relevant experience;

  • A strong experience of at least five years in program/or project management, four of which he/she should have managed programs or projects in the field of infrastructure.

  • Direct experience in, energy policy, regulation, and utility reform.

  • Proven track record of previous experience in establishment and advising of Authorities/boards entities and/or Governments organizations in similar assignments within developing countries in a utility regulatory or financial oversight role, preferably in Sub-Saharan Africa.

  • Hands on project management experience, an ability to efficiently manage a large number of activities simultaneously, a flair for problem solving and ability to self-navigate through complex project and multi stakeholder environments.

  • A strong strategic orientation at policy and institutional level with demonstrable capacity to support institutional systems development and capacity building.

  • Demonstrated working knowledge of International Financing Institutions and a good track record for coordinating diverse operations and stakeholders.

  • Experience in a developing economy will be an added advantage.

  • Should have excellent communication, analytical and report writing skills based in English and a working knowledge of French and or Kinyarwanda would be an added advantage.

 

  1. Duration of the assignment and location

     

The Project Manager will be hired for two (2) year time-based contract renewable upon business need and satisfactory performance. The assignment will be undertaken in Kigali, Rwanda and based in the Energy Utility Corporation Limited (EUCL).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers  ("Consultant Guidelines" January 2011 revised July 2014), setting forth the World Bank's policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
