INVITATION TO BID FOR THE PROPOSED CONSTRUCTION OF MIZINGANI SEA WALLAND PROMENADE PHASE II, ZANZIBAR

INVITATION FOR BIDS

 

 

1.      The Government of United Republic of Tanzania has received a Credit from the International Development Association (IDA) towardthe cost of Zanzibar Urban Services Project. It is intended that partof the proceeds of this credit will be applied to eligible payments under the contract for Construction of a New Sea Wall and Associated Promenade Phase II along Mizingani Road, Zanzibar.

 

2.      The Principal Secretary, Ministry of Finance now invites sealed bids from eligible and qualified bidders for the construction of the Proposed Sea Wall and associated Promenade Phase II along Mizingani Road, Zanzibar.

 

3.      Interested eligible bidders may obtain further information from the Procurement Officer ZUSP, P.O. Box 874, Zanzibar, from 7.30to 15.30 hours local time from Mondays to Fridays inclusive, except on public holidays, or by email: zusp.mofea79@gmail.com

 

4.      Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines of May 2004 revised in October, 2006 and May 2010: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from EligibleSource Countries as defined in the Guidelines.

 

5.      A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address of Project Coordinator, Zanzibar Urban Services Project (ZUSP) Ministry of Finance, First Floor, Sea View Wing, Vuga Street, P. O. Box 874, Zanzibar Tanzania. Telephone: +255 (0)24 223 5128, Fax No. +255 (0)24 223 5129, E-mail: zusp.mofea79@gmail.com and upon payment of a non refundable fee of Tanzanian Shillings Two Hundred Thousands only (TZS. 200,000/=), or its equivalent in any freely convertible currency.The method of payment will be by Cash, Banker's Check payable to the Principal Secretary, Ministry of Finance, P.O. Box 874, Zanzibar, Tanzania.

 

6.      Qualification requirements include: (i) experience as prime Civil Engineering Contractor; with proven past experience of not less than ten (10) years working on either of the following: Seashore works, Road construction within constrained space and next to existing old historical buildings, have worked on a similar recreational sites and  have constructed at least two contracts of similar nature and complexity in the last five years, each with a value of at leastTanzania Shillings Eight Billion (TZS 8 bn), that have been successfully and substantially completed. (ii). Minimum average annual turnover of Tanzanian Shillings Twenty Billion (TZS 20 bn) or equivalent in a freely convertible currency calculated as totalcertified payments received for contracts in progress or completed, within the last Five (5) years. (iii). Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of Tanzania Shillings 2 billion or equivalent in a freely convertible currency, and (iv) the overall cash flow requirements for this contract and its current commitments. In case of JointVenture or Association all partners must meet the requirement, each partner must meet at least Thirty percent (30%) of the requirement and at least one partner must meet Fifty percent (50%) of the requirement.

 

7.      Bids must be delivered to the Project Coordinator, Zanzibar Urban Services Project (ZUSP) Ministry of Finance, First Floor, SeaView Wing, Vuga Street,  P.O. Box 874, Zanzibar Tanzania at or before 10.00 hours on 8th October 2014 Bids will be opened immediately thereafter, in the presence of bidders' representatives, whochoose to attend, at the Project Coordinator, Zanzibar Urban ServicesProject (ZUSP) Ministry of Finance, First Floor, Sea View Wing, Vuga Street, P. O. Box 874, Zanzibar Tanzania. Late bids will be rejected.

 

8.      All bids must be accompanied by a bid security" (Bank Guarantee or Insurance Bond) in an acceptable form as described in the Bidding Document amounting to at least TZS 150m  or an equivalent amount in any freely convertible currency addressed to the Principal Secretary, Ministry of Finance, P.O. Box 874, Zanzibar, Tanzania. The bid security shall be valid for twenty-eight (28) days beyond the original validity period of the bid ("that is 148 days after the bid submission date"), or beyond any period of extension.
