NAME OF PROJECT: PUBLIC FINANCIAL MANAGEMENT REFORM    PROGRAM (PFMRP) PHASE I  PROJECT

The Government of the Republic of Zambia has applied for financing in the amount of US$ US$30 million equivalent from the Department for International Development (DFID) of the United Kingdom, KFW, Embassy of Finland (collectively referred to as the Cooperating Partners) through a Multi Donor Trust fund (MDTF) administered by International Development Association (IDA) and the Government of the Republic of Zambia toward the cost of the Public Finance Management Reform Program (PFMRP) Phase I Project and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

 

The project will be implemented by the Ministry of Finance (MoF), Zambia Public Procurement Authority (ZPPA), Zambia Institute of Purchasing and Supply (ZIPS) and Zambia Revenue Authority (ZRA) and will include the following components:

1.  Integrated Planning and Budgeting Revision of PFM Legal Framework:   Activities aim at improving the development planningand budgeting processes to enhance the development and service delivery impact of the public sector.

2. Strengthening IFMIS and Cash Management:  Activities aim at enhancing the financial management systems and standards to promote good financial management and corporate governance practices in the public service.

3. Public Procurement:  Activities aim at: (a) establishing and strengthening ZPPA's oversightand regulatory role in public procurement; and (b) strengthening ZIPS's capacity to establish and maintain quality standards of purchasing and supply professionals. 

 4. Enhanced Internal Audit and Control: Activities aim at strengthening and promoting internal control systems in order to enhance transparency and accountability in the use of public resources.

5. Increasing the Effectiveness of Revenue Administration: Activities aim at increasing the effectiveness of the Recipient's revenue administration. 

 6. Strengthening Tax Policy Formulation:  Enhancing the capacity of the Recipient's tax policy unit through providing technical assistance for carrying out studies and research projects in support of tax policy formulation and providingrelevant training and mentoring support to staff in tax policy units;and acquisition of information technology equipment needed to facilitate access to information needed for tax policy analysis.

7. Program Management:   Providing procurement and financial management support to the implementing departments and monitoring the objectives and performance against the indicators.

8. Other PFM interventions include: (a) strengthening of public accountancy profession and enhancing independent monitoring of financial reporting by corporations and state-owned enterprises; and (b) strengthening capacity of the auditor general and relevant oversight committees in parliament.

Description of the goods, works and services to be procured under International Competitive Bidding ICB contracts and large consulting assignments which will be advertised internationally under the Project

 

Goods

·         Installation of  new local  area networks and refurbishment of existing local area networks under IFMIS, Ministry of Finance

·         Procurement of hardware and software of turnkey e-procurement system under Zambia Public Procurement Authority

·         Procurement of electronic records management system hardware under Zambia Revenue Authority

·         Procurement of Mining Sector Monitoring System Hardware under Zambia Revenue Authority

·         Procurement of IT system and equipment for forensic laboratory under Zambia Revenue Authority

·         Procurement of transit tracking IT system and equipment under Zambia Revenue Authority

 

Consultant Services

·         Consulting services for IFMIS SAP enhancements and interfaces under IFMIS, Ministry of Finance

·         Review of business processes and regulatoryframework for GRZ's Public Finance Management system under IFMIS, Ministry of Finance

·         Consulting services for development of standard bidding documents and User Manual for Framework Agreements under Zambia Public Procurement Authority

·         Development of specialized tax audit under Zambia Revenue Authority

·         Undertake studies on the efficacy of the various consumption taxes under Ministry of Finance

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines for Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011 and the Bank's Guidelines for Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011.

 

Specific procurement notices for contracts to be bid under the World Bank's internationalcompetitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and local newspapers of wide circulation.

 

Prequalification of suppliers and contractors will not be required for the above contracts.
