REQUEST FOR EXPRESSION OF INTEREST

Consulting for the

DEVELOPMENT OF TRADE INFORMATION WEBSITE (TIW)

(Ref: TDSP/2014/116)

1.      This Request for Expression of Interest follows theGeneral Procurement Notice for this project that appeared in United Nations Development Business, issued 743 dated 31 January 2009.

2.      The Royal Government of Cambodia has received a grant financed in the amount of approximately US$ 15.45 million equivalent from the Multi-Donor Trust Fund, contributed by the European Commission, DANIDA andUNIDO for Trade Related Assistance in Cambodia (MDTF TRAC) specific for trade development, Trade Development Trust Fund (TDTF) for the Trade Development Support Program (TDSP), (IDA Grant TF093573), administrated by World Bank and it intends to apply part of the proceeds of this grant for services to support the ICT Master Plan of the Ministry of Commerce.

3.      The Department of International Cooperation (DICO), serving as Programme Coordination Unit, on behalf of Ministry of Commerce (MOC) is responsible for procuring consulting services sought from a suitable qualified software development consulting firm (hereafter referred to as the Consultant).

4.      The objective of this consulting assignment is to design and develop (TIW), a Trade Information Website (TIW) for presentation of all trade related information of Cambodia, which provides a searchable electronic document store of all required regulations, procedures and forms linked to the Cambodia tariff, and also provides helpful advice for Cambodian and international traders involved in the import and export of goods.

5.      The duration of the assignment is for a maximum of 5 months and the contract is expected to be successfully completed by 31 March 2015.

6.      To ensure successful completion of the assignment, the interested firms are free to propose their own estimates and combination of international/national staff based on the needs of the assignment, the innovations proposed by the Consultant, and the Consultant's key qualifications and experience. The detail qualification and experience requirements of each personnel and firm are included in the Terms of Reference.

7.      DICO now invites suitably qualified and experienced Consulting Firms to indicate their interest in carrying out the consulting services as further detail in the term of reference.

Interested international software consulting firms are encouraged to associatewith qualified national firms, as to provide the best combination of experience and skills. However, only qualification and experience of lead firms and Joint-Venture partner firms will be considered for the shortlisting.

8.      Expression of Interest should be to a maximum of 15 pages not including CV's, and must provide information indicating that the Consultant possesses the relevant experience and qualifications to perform the services as follows:

·         Consultant's organization (related to Software Development)

·         Organizational structure to support the project

·         A number of contracts with similar nature (SharePoint Solution, HS Code/Tariff Commodities Database, Trade Portal, Document Management System, and Process Workflow Application)

·         A number of contracts with the same nature

·         A number of contracts in Asia andASEAN (related to Software Development)

 

9.      The Consultant will be selected based on the Consultants' Qualification (CQS) method as described in theWorld Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in January 2011, which can be found at www.worldbank.org.

10.  The World Bank's policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client's interest paramount, without any consideration for future work, and that in providing advice they avoidconflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or thatmay place them in a position of being unable to carry out the assignment in the best interest of the Borrower. Without limitation on the generality of the foregoing, consultants shall not be hired under the circumstances set forth in the World Bank's Guidelines above.

11.  Consulting Firms may obtain copies of the detailed Terms of Reference (in English) for the assignmentfrom the address/email below during office hours from 7:30 to 11:30 and from 14:00 to 17:30 hours, Monday through Friday.

12.  Expression of Interest must be submitted to the address/email below on or before 16 May 2014 (before 17:00 hours) indicating the following reference: TDSP/2014/116.
