RE: REQUEST FOR EXPRESSIONS OF INTEREST FOR ENVIRONMENTAL IMPACT ASSESSMENT (EIA) CONSULTANTS
The Government of the Republic of SierraLeone has received a loan and a grant from the World Bank for the implementation of the West Africa Regional Fisheries Programme in Sierra Leone (WARFP-SL), within the context of the Sub-Regional Fisheries Commission (SRFC) and intends to apply part of the proceeds of this loan and grant for eligible payments under the contract for Consulting services for a full Environmental Impact Assessment study leading to the issuance of an environmental permit for the construction of a fish harbour at the Whiteman's Bay in Murray town, a fish landing site cluster at konakridee and a road linking konakridee and Lungi International airport.
SCOPE OF WORK
The scope of the studies is to assess the Environmental and Social impact of the construction of these infrastructures
· a new fisheries terminal in Freetown, (geographical location 8o 29'14.82" N, 13o 15' 12.43" W) in an areaknown as White Man's Bay;
· an artisanal fish handling platform at Konakreedee, (geographical location 8o 41' 51.91" N, 13o 14' 23.76" W), 14 km North of Lungi airport;
· 12km road connecting Konakreedee with Lungi airport.
The scope of services will include but not limited to the following:
Socioeconomic studies, Detailed bathymetric mapping, Onshore topographic surveys, Details andcross-sections of structures, Detailed geomorphologic studies, Geotechnical studies, Detailed benthic map, Chemical assessment, Oceanographic studies, Hydraulic studies, Layout of power supply and telecommunications, Traffic and noise analysis, Air quality, Marine traffic, Description of human activities.
The impacts of the project on the coastal environment may be grouped under three distinct components: design, construction and operations. Mitigation measures in each element shall be incorporated at the outline or preliminary design stage.
The West Africa Regional Fisheries Programme in Sierra Leone (WARFP-SL), now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are:
· Experience of the firm in similar environment (West Africa)
· Evidence of similar assignment undertaken by the firm in EIA Studies
· Key professional staff qualifications and competence for this assignment
· Participation by nationals among proposed Key Experts
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (May 2004, revised January, 2011)
("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or Consortium to enhance their qualifications.
A Consultant will be selected in accordance with the Selection basedon Consultant Qualification (CQS) method set out in the Consultant Guidelines.
