Procurement Specialist – Ministry of Lands, Mines and Energy - Liberia
Background
TheMinistry of Lands, Mines & Energy (MLME) was established by an act of Legislature to administer all activities related to land, mineral, water and energy resources exploration, coordination and developmentin the Republic of Liberia.
TheGovernment of Liberia has received financing from the World Bank for the above Project, and intends to apply part of the proceeds of this financing towards payments for engaging the services of a Senior Procurement Specialist.
Objectives for the assignment
The Senior Procurement Specialist will be responsible for (i) the management of Project procurementactivities as part of the Project implementation arrangement, in accordance with World Bank procurement guidelines; (ii) building the procurement capacity of MLME procurement staff.
The Ministry of Lands, Mines and Energy now invites applications from eligible individuals to indicate their interest in providing the required services as described above and to provide information indicating thatthey are qualified to perform the services, including CVs, description of similar assignments, experience in similar conditions, etc. References will be required of short – listed candidates.
The short listing criteria will be based on the qualification and experience requirements outlined below:
Educational and professional qualifications and experience will include:
· Master's Degree in relevant discipline e.g. Project Management, Administration Engineering etc with a minimum of 5 years experience in procurement and contract management in the public sector, or
· First degree in relevant discipline, e.g. Business, Law, Engineering, Public Administration or other relevant university degree, etc. with minimum 10 years post graduate experience in procurement, and contract management in the public sector.
· A professional qualification in procurement from the Chartered Institute of Purchasing and Supply (CIPS) U.K or the Instituteof Supply Management, (ISM) USA would be an added advantage.
· The Senior Procurement Specialist will have at least five (5) years international working experience in procurement, Management of Public Procurement and Project Management.
· Experience of similar assignments in the region is preferred and experience in Liberia is an added advantage.
· Must have good knowledge of procurement policies and procedures of multilateral financing institutions (e.g. the World Bank) and development co-operation agencies; as well as good knowledge of the institutional, technical and commercial aspects of procurement.
· Minimum of three (3) years working experience in procurement procedures of the World Bank will be required.
· Work experience on management of donor- funded projects(particularly projects funded by multilateral agencies) within the last three years is an added advantage.
· Proven track record in working effectively within multidisciplinary teams.
The attention of interested consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants (UnderIBRD Loans and IDA Credits and Grants) by World Bank borrowers January 2011 ("Consultants Guidelines"), setting forth the World Bank's policy on conflict of interest.
An individual consultant will be selected in accordance with the procedures of selecting an individual consultant set out in the Consultant Guidelines.
