1. This Request for Expression of Interest follows the general procurement notice for this project that appeared in Development Business online on July 03, 2008
2. The Government of India has received the amount of US$ 330 million equivalent from the World Bank towards the cost of Haryana Power Sector Improvement Project and it intends to apply a part of the proceeds for Consultancy Services for Short, Medium and Long Term Power Procurement Planning and Optimization of Power Procurement Cost. The services shall include Load Forecasting and advice on PPAs related Techno-Commercial-Legal issues.
3. The Consultant shallsupport the Haryana Power Procurement Cell (HPPC), which carries out power purchase for both the distribution utilities, by providing an appropriate tool, setting up standardized systems and the necessary datato carry out short, medium and long term power procurement in the most techno-economically feasible manner. The Consultant shall also trainHPPC staff to use the tool and collect data to carry out efficient power procurement on their own in the long run.
4. Some specific servicesthat the Consultant is expected to provide are:
· Optimize power purchase costs by accurate load forecast and develop the capacity of Haryana Power Purchase Centre (HPPC) to undertake effective Load Forecastingon Short, Medium and Long Term basisand standardization of their power procurement system. The required software will be supplied by the Consultant.
· Manage the existingpower purchase agreements (PPAs) and related Techno-Commercial-Legal works/ issues including interaction with state and central regulatory commissions and meeting Renewable Purchase Obligations (RPO). Also provide similar support to enter into new PPAs.
· Review existing organizational structure of HPPC and recommend a revised structure aligned to meet utilities' needs and market conditions. Also recommend measures to strengthen the capacity of HPPC by defining appropriate organization structure, design efficient processes and required skill sets including providing training to existing staff.
· Provide inputs regarding fuel prices to assist HPPC in minimizing powerprocurement costs.
· Draft PPA related tariff petitions and formulate replies to petitions.
· Verification and processing of PPAs/ petitions related invoices and bills.
5. It is expected that the assignment will be carried out by a team of suitably qualified persons with prior experience in power procurement or in similar situations.
6. DHBVN now invites eligible Consultants to indicate their interest in providing the Services. Interested consultants must provide information indicating that they are qualified to provide the Services (brochures, description of similar assignments, experience in similar conditions along with MIS reports, if any, annual turnovers, availability of appropriate qualification & skills among staff, etc.).
7. The duration of the assignment shall be 2 years with an option to extend. The successful vendor will receivea contract for 1 year subject to extension for another year if performance is satisfactory.
8. The Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by Bank Borrowers7 May, 2004, Revised May 2010
