Assignment Title: UPDATE. Hiring of Recruitment Agency for the Selection of the Special Purpose Company and Project Implementation Unit for the Cote d'Ivoire Liberia Sierra Leone Guinea (CLSG) Interconnection Project.

The International Development Association (IDA) of the World Bank has granted the West African Power Pool a Project Preparation Advance of $2.5 million equivalent to facilitate the preparation of the Cte d'Ivoire Liberia Sierra Leone Guinea (CLSG) Interconnection Project and it intends to apply part of the proceeds of the facility to engage the service of a reputable consulting firm ("Consultant") to assist with the recruitment of the Key Staff of the Special Purpose Company (SPC) and ProjectImplementation Unit (PIU) that will be responsible for the Construction, Operation, further development and ownership of the Interconnection line.
The CLSG Interconnection Projectis jointly financed by the World Bank, African Development Bank (AfDB), Kreditanstalt fuer Wiederaufbau (KfW) and the European Investment Bank (EIB)
The Consultant shall support the WAPP and the CLSG countries to select suitable candidates for the positions of General Manager and Finance Manager of the SPC, and the following Key Staff for the PIU.
1) Head of Administration and Services
2) Engineering Coordinator
3) Environmental Coordinator
4) Environmental Safeguards Specialist
5) Head of Finance
6) Procurement Officer
7) Accounts Officer
8) Services Superintendent
Procedures to be followed by the recruitment agency for the selection of candidates shall be according to international best practise and procedures.
The West African PowerPool (WAPP) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services.
Interested Consultants should provide information and documentations demonstrating that they have the required qualifications and relevant experience to perform the Services including current technical experience in similar assignments qualificationsof the firm in the fields related to this assignment, and experience of the skilled personel. The Client may request for any deemed necessary additional information to verify the authencity of the company prior to finalizing the short list.
The criteria for the evaluation of the EOI receivedfrom Consultants for the assignment short list shall be based on the above requested information and documentations that are provided in their submission.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers ( January 2011), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with theConsultant Qualifications (CQS) method set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers ( January 2011).
