This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business No. 4494149 of October 16/2009

The Government of Federal Democratic Republic of Ethiopia has received a grant from the International Development Association (IDA) and intends to apply part of the proceeds of this Grant to payments under the contract for preparation of Socioeconomic Study on Outputs of PBS II Program Implementation.

The main objective of this assignment is to undertake a socio-economic review of the effectiveness of the PBS program in delivering the relevant basic services (health, education, rural roads, water and sanitation, and agricultural extension) to vulnerable and poor social groups.

The services to be rendered by the consultant include the following:

-          Identify to what extent has the PBS Program delivered progress against expected results in the targeted sectors and in particular contributed to delivery of the Millennium Development Goals (MDGs)

-          Identify to what extent has the decentralized service delivery program delivered progress in the targeted sectors in each region of Ethiopia

-          Identify to what extent has the service delivery program delivered benefits for poor and vulnerable groups in each of the targeted sectors

-          Identify to what extent has the service delivery program delivered benefits for women and girls in each of the targeted sectors

-         provide an assessment of ( by make use of a range of qualitative and quantitative research techniques) the effectiveness of the overall basic service delivery program (to which PBS II is a part) on: reducing the barriers to girls completing eight years of primary school, ensuring the Health Care Financing Strategy meets the needs of  poor users, Making agricultural extension services more accessible to women , Reducing the barriers to the uptake of basic services by pastoralist communities.    

The Ministry of Finance & Economic Development (MoFED) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff, and so forth). Consultants may associate to enhance their qualifications.

A consultant will be selected in QCBS (Quality& Cost Based Selection) method in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, Revised October 1, 2006, and Revised May 1, 2010.
