Supply & Implementation of a
Turnkey Solution for Certificate of Origin Processing and a Trade Information Website
1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for the project (TDSP) that appeared inUNDB issue no. 743 posted on6 January 2009.
2. The Royal Government of Cambodia (RGC) has received Grant No. TF093573 from the International Development Association (IDA) towardthe cost of Trade Development Support Program (TDSP), and it intends to apply part of the proceeds of this grant to payments under the agreement(s) resulting from this IFB: TDSP-CKP-12-ICB-G-008: Supply & Implementation of a Turnkey Solution for Certificate of Origin Processing and a Trade Information Website. The closing date of the TDSP is 31 January 2014. The contract will be first signed for Supply and Installation Costs (including warranties for first 3 years); and that will be funded from the funds under the above project. The contract will be extended for Recurrent Costs for 3 years for post-warranties after the first 3 years warranties on yearly basis depending upon availability of funds and performance of the Contractor; and that will be funded from the above project if extended; or the internal resources of the Ministry of Commerce if the above project is not extended.
3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Charles Kendall & Partners (CKP) as Procurement Agents for selected World Bank funded projects in Cambodia (SWBAPC). The CKP acting for and on behalf of the of Ministry of Commerce for Trade Development Support Program (TDSP), now invites seals bids from eligible and qualified bidders for Supply & Implementation of aTurnkey Solution for Certificate of Origin Processing and a Trade Information Website.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, edition ofJanuary 2011 and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:
(i) During the past four (4) years, the Bidder musthave completed at least two (2) successful contracts involving the development, installation, and provision of technical support for Information Systems of similar functional/ technical characteristics and of value at least USD 400,000 each.
(ii) The Bidder must have average annual turnover of at least USD 750,000 in the last two (2) years.
(iii) The Bidder shall furnish documentary evidence to demonstrate that the Bidder has liquid assets in the form of credit line issued by acommercial bank for the proposed package and/or funds in bank account(to be certified by the bank) of at least USD 250,000 available for the contract if awarded.
5. Interested eligible Bidders may obtain further information from CKP and inspect the bidding documents at the address given below from 04 May 2012 to 26 June 2012 and from 09:00 a.m. to 12:00 p.m. and 2.30 p.m. to 4.30 p.m. (Phnom Penh time). A pre-bid meeting which potential bidders may attend will be held on 22 May 2012 at 10.00 a.m. (Phnom Penh time)at Ministry of Commerce, Russian Federation Blvd., Phum Toek Thla, Sangkat Toek Thla, Khan Sen Sok, Phnom Penh, Cambodia.
6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of USD 50.00. The method of payment will be either by cash or transfer to the following account:

For those who request, the bidding document can be sent by courier, if so requested, upon confirmation of payment in above mentioned account of non- refundable fee of USD 50.00 and additional courier fee of USD 50.00. The Bidders must purchase the bidding document directly from Charles Kendall & Partners (CKP), otherwise the Bid will not be accepted. 7. Bids must be delivered to the address below at or before 10.00 a.m. (Phnom Penh time) on 27June 2012
8. Bids need to be secured by a Bid Security. The amount of Bid Security required in USD or an equivalent amount in freely convertible currency is: USD 7,000.00.
9. Bids will be publicly opened in the presence of the bidders' representatives,who choose to attend in person at the address below at 10.00 a.m. on 27 June 2012 (Phnom Penh time). Interested public/NGO/Civil societies may also attend the bid opening.
10. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
